China rolling government and steel debt?

Chinese banks are selectively rolling over debts owed by local government financing vehicles (LGFVs), provided that these LGFVs have sustainable cash flow and good collateral, according to?First Financial Daily.

One source from Industrial and Commercial Bank (ICBC) said that the bank is effectively rolling over and restructuring some of the debts owed by LGFVs so long as the value of the collateral remains above the loan value and that the project is 60% or more completed.? Meanwhile, Bank of Shanghai said they have been rolling over LGFVs debts, and in some cases extending more credits, if the LGFVs in question have sustainable cash flow.

One Shanghai?s LGFV, Shanghai Chengtou, for instance, has recently obtained a RMB20 billion credit line with Bank of Shanghai.? Incidentally, this very LGFV bears the same name of another Shanghai?s LGFV which was reportedly asking banks to roll-over its debts last year?(although last year, they emphatically denied that they have requested any roll-over or attempted default, whatever).

However, the report suggests that as the?China?Banking Regulatory Commission (CBRC) ordered banks to manage the credit risks of LGFVs, banks are only helping LGFVs which are in good financial condition (such as thsat mentioned above). Meanwhile, LGFVs are turning to the bond market and trusts companies for financing as banks are not as willing as they were to lend. Sources cited in First Financial Daily even said that trusts are currently the biggest source of financing for some LGFVs in Tianjin in others. But as I said,?trust companies?are part of the shadow banking system, and these trust products may turn out to be financed indirectly by banks, sometimes possibly off-balance sheet.? As?local governments are currently pushing out a lot of massive plans for investment projects?to stabilise economic growth, funding requirements will probably increase in the near-future. We believe that as long as the central government is willing to let all these projects to go ahead, banks will remain the key for funding these projects. At the present moment, however, some believe that the massive funding requirement from new projects and repayment of previous loans may force some local governments into borrowing from trusts.

The fact that banks might be rolling over debts is not new.? Early this year,?Financial Times reported?that Chinese banks were asked to roll over debts owed by LGFVs.? In other words, some of these LGFVs which are unable to repay principle on their loans are having maturities extended to avoid becoming non-performing.? The fact that some presumably bad debts are being rolled over instead of being classified as bad debts contributed to the?low non-performing loans ratios at major banks that have announced results, in my view. ?Ultimately, many of the LGFVs will be unable to service their debts no matter what, rolling over debts merely delays the problems of massive non-performing loans from becoming official.

I also read something related from?Yangcheng Evening News?regarding banks possibly rolling over the debts owed by steel companies.? Based on the first half results of these steel companies, besides the fact that short-term loans are all increasing:

? more and more companies? cash flow statement are showing similar numbers for? the items ?debt repayment? and ?cash raised from new loans?, as though old debts were being swapped into new debts.? For example, Magang raised RMB21.92 billion from new loans, and repaid RMB22.59 billion.? Ling Yuan Iron and Steel raised RMB2.8 billion from new loans, and repaid RMB2.93 billion?

Apparently, according to the report, quite a number of steel companies are reporting similar phenomenon where new loans and debt repayments deviated by less than 10%, and it seems that the last time this happened was in 2009.

This is almost anecdotal, thus, take that with a grain of salt.

Consumers slash card debt, N.Y. Fed report says

It's been three years since the Great Recession formally ended in June 2009, but one effect lingers: Consumers are still furiously paying down their credit card balances, according to data released Wednesday by the Federal Reserve Bank of New York, and, this time, they are paying them off on time.

The bank's quarterly report on household debt and credit, released Aug. 29, showed that consumer credit card balances fell to their lowest levels in 10 years in the second quarter of 2012, while overall consumer credit tumbled by $53 billion. Late payments on credit cards also fell significantly, reaching their lowest levels since 2008.

Experts say that years of sluggish growth have taken a toll on consumers' willingness to take chances with higher interest loans. Although they may be willing to take on some debt when household items break down, consumers won't overextend themselves until they see stronger signs that the economy is actually improving at a healthy rate, say experts.

"As the economy continues to languish again and unemployment remains stubbornly above 8 percent, I think consumers continue to remain wary and cautious," says James Butkiewicz, a professor of economics at the University of Delaware.

In each of the past three years, consumers have watched economic growth start out relatively strong early in the year and then peter out by spring, dashing hopes for a robust recovery. "We just can't seem to ignite a fire that really gets going. It always seems to die out," says Butkiewicz.

The economic starts and stops have made it hard for consumers to trust that their own household balance sheets are secure. Consumers remain worried about their job security and their ability to pay bills, says Don Dutkowsky, a professor of economics in the Maxwell School of Citizenship and Public Affairs at Syracuse University.

The recovery's frailty also discourages consumers, he says. "When you're growing at a relatively slow pace, any of these headwinds -- such as increased gas prices or the tsunami in Japan -- will just knock it down again. It's not a robust recovery in any sense." And that's bad news for consumer spending. "Consumers have to see a robust economy for them to really be confident enough to take on more debt."

Other debt still rising
Consumers aren't holding on too tightly to their wallets, though, when it comes to college tuition, cars and homeownership. The New York Fed's latest report, drawn from a massive national sampling of consumer credit reports, found that student loan debt increased substantially for the second quarter in a row, hitting $914 billion by the end of July 2012. Auto loans also increased by $13 billion in the second quarter of 2012, hitting $750 billion. Meanwhile, the amount of debt related to new mortgages rose to $463 billion.

Economists say that the substantial differences in growth between nonrevolving loans, such as student and auto loans, and? revolving loans, which are mostly made up of credit cards, underscores the fact that consumers will borrow when they must. However, they aren't going to overspend.

"I think consumers and households have made real attempts to pay off credit card debt for the obvious reason that credit card interest rates are so high," says Dutkowsky. Consumers will take out the loans they need to in order to buy a new car or to buy a durable good that's broken down, such as a washing machine. "But they're trying not to go overboard," he says. ?

Inside the survey
Every quarter, the Federal Reserve Bank of New York analyzes approximately 40 million consumer credit reports and looks at how people are using credit.

Some of the highlights of this quarter's report include:

  • The number of credit account inquiries (credit checks by banks) decreased for the second quarter in a row, slipping 2 percent since April. The drop in demand corresponds with other Federal Reserve data, which found that consumers aren't as eager this year for new cards as they were the previous year.
  • Aggregate consumer debt fell by $53 billion, while consumer credit card debt fell by $7 billion. The total amount of debt that consumers are carrying on their cards is now at its lowest level since 2002.
  • The number of open credit card accounts fell slightly as well, to 383 million, after staying put the previous quarter.
  • Credit card limits also remained largely flat in the second quarter, falling by less than a percentage point.
  • Once more, a significantly larger number of consumers paid their bills on time, with credit card delinquencies falling by 10.9 percent in the second quarter of 2012. Credit card delinquencies are now at their lowest levels in nearly four years, according to Federal Reserve data.

Researchers at the Federal Reserve say that the second quarter's substantial drop in delinquencies was especially poignant as it shows consumers are getting a better handle on their finances. "The continuing decrease in delinquency rates suggests that consumers are managing their debts better," said Wilbert van Der Klaauw, vice president and economist at the New York Federal Reserve in a statement accompanying the report. "As they continue to pay down debt and take advantage of low interest rates, Americans are moving forward with rebalancing their household finances."

That said, delinquencies increased by 8.9 percent on student loans and by 4.9 percent on home equity lines of credit, underscoring the fact there are still many consumers in the U.S. who are struggling to pay their bills.

Neither banks nor consumers are courting each other heavily ?
Consumers may not be flooding banks with new applications for credit cards, but banks aren't going after consumers as aggressively either, according to multiple reports.

For example, banks have substantially cut back on mailing credit card offers to consumers, according to new research from Mintel, reducing the number of offers they send by nearly half since the summer of 2011. They have also left the terms of their offers alone for much of 2012, according to CreditCards.com's weekly survey of card rates. And they have continued to keep a tight rein on the amount of credit they're willing to dole out amid a tough economy, according to previous Federal Reserve research. ?

Experts say that banks are still hungry for new customers -- but are focusing more on higher-end consumers. They are also cautious about the amount they are willing to spend courting new consumers and are unwilling to take on substantial risks.

"I think the banks are still feeling a lot of regulatory scrutiny," says the University of Delaware's Butkiewicz. As a result, they are being cautious about the amount of credit they are willing to lend and are concentrating primarily on prime consumers that they know can pay their bills, he says. "Because of the crisis and because of the increased scrutiny, everyone is being cautious," adds Butkiewicz. "They don't want to take the risks they took before."

Our daughter was diagnosed with bipolar when she was 13, and we have been able to handle things up until about 3 years ago.? Over the past year, these issues have gotten worse to the point that we had to make the decission to kick her out and obtain temporary custody of her 2 young children.? This was a very difficult decision, however we really had no choice as she was making poor decisions that were having an inpack on the kids and would verbally abuse us adn threaten us.? We have given her chances but she never follows through and projects all her trouble onto us.? We know we did the right thing but have guilt feelings.? Would love to just have her come back home but that would not change anything and we would again be enabling her, which we can not do anymore.? She tells us to not contact her, however when she wants something she texts us, i have not been responding as I feel that she has made her choices and needs to figure things out on her own, as hard as it is for me to not just jump in the car and help her.? Has anyone else been in this situation and how do you deal with the dailey feelings and thoughts.

Steve Burton checks out of "General Hospital"

NEW YORK (TheWrap.com) - "General Hospital" is about to get a little safer: Steve Burton, who plays sensitive hitman Jason Morgan, is leaving the ABC soap.

The decision, which Burton says is completely amicable, is a hit - sorry - to "General Hospital" fans who have steadfastly stood up for their soap even as others have fallen to cancellation. Burton told TV Guide Magazine, which broke the news, that he is moving with his family to rural Tennessee.

"My contract was coming up at 'GH' so we put the house up for sale again and it went in, like, eight weeks. That opened the door for me to leave," he said.

He said he is willing to stay past the end of his contract to help wrap up storylines.

Burton also said he is working with "General Hospital" guest star James Franco and Jill Farren Phelps, a former executive producer on the show, on a telenovela.

"Jill will EP it, I'll produce and star in it and so will James. We'll be able to get a lot of great cameos and guest stars because of James' connections. It'll be a fun show to do," he said.

But he told TV Guide he couldn't reveal too much at this point: "Uh... actually I'm not supposed to be talking about it," he said.

Hurricane Isaac storm surge tops levee in Plaquemines Parish

A storm surge from Hurricane Isaac topped a levee in Plaquemines Parish south of New Orleans early Wednesday, officials said, trapping those who chose not to evacuate.

Plaquemines Parish president Billy Nungesser said the 18-mile, 8-foot-high levee--which is not part of the near $15 billion federal levee system constructed after Hurricane Katrina--was in the process of being raised.

"We knew we had a potential storm surge of nine to 12 feet--we had an eight foot levee," Nungresser said on CNN. "We're trying to get the few people who have stayed out. We've got a serious situation over there."

Isaac made landfall at 6:45 p.m. CDT Tuesday in Plaquemines Parish, and the slow-moving Category 1 hurricane--now centered about 50 miles southwest of New Orleans with maximum sustained winds topping 80 mph--is expected to dump as much as 20 inches of rain in several parts of Louisiana.

"Not only did we see the worst case scenario, it got worse than that by this storm just stalling," Nungresser said. "So the levees can only take so much."

Nungresser said there were reports of up to 12 feet of water in some homes. "This is something I've never seen before," Nungresser said. "And I rode out Katrina."

He said three parish residents, including a woman on a roof, were saved by a private boat. Rescue workers were waiting for conditions to improve--and skies to lighten--before attempting other rescues.

"We're working with U.S. Coast Guard to rescue people stranded on top of levee," Nungresser said at a press conference.

The southern end of the parish was under a mandatory evacuation order, though it's not clear how many residents followed it.

"There are homes inundated and some folks trapped by water in those homes," Guy Laigast, director of homeland security for Plaquemines Parish, told the Weather Channel.

"Over 150 people have had to be rescued from #Isaac flooding," CNN's Rob Marciano tweeted. "The majority were within mandatory evacuation zones."

According to News Orleans' Times-Picayune, Jesse Schaffer and his son have been rescuing stranded residents with their boat.

"We've rescued at least 23 people including children," Jesse Shaffer Jr. said.

The Army Corps of Engineers said the New Orleans levee protection system appeared to be working. Meanwhile, more than 500,000 customers were left without power in Arkansas, Louisiana and Mississippi, utility companies said. According to the Associated Press, most of the outages are in areas around New Orleans.

A tornado warning has also been issued in southern Mississippi.

Hospitals?Thinking About Getting Into Health Insurance? 6 ...

This is the dumbest idea I?ve heard since ?I?m going to invest all my money in Facebook?s IPO and get rich!?

Here are six reasons why:

1) You?re too late. Health insurance was an attractive and profitable business in the 00s, but after passage of the Accountable Care Act it?s been commoditized.

First, the health plan business model of the past decade is dead. That model was ? ?Avoid and shed risk? ? or more simply, avoid insuring people who are already sick (preexisting conditions) and get rid of people who become sick (rescissions). Under the ACA, health insurers must take all comers and they can rescind policies only for fraud or intentional misrepresentation.

Second, the ACA institutes medical loss ratio restrictions on health insurers. Depending the the type of plan, insurers now must spend at least 80-85% of premium dollars on paying medical claims; if they spend less, they must return these ?excess profits? as rebates to customers. As a result, health insurance has become a highly regulated quasi public utility.

This is why you see health plan CEOs like Mark Bertolini of Aetna declaring ?Health insurers face extinction?. The old health insurance model is on a burning platform, and health plans are reformulating themselves as companies involved in health IT, analytics, data mining, etc.

2) You have bigger fish to fry. Focus on developing accountable care capabilities. The AHA estimated that hospitals will need to spend $11-25 million to develop an ACO. Get going.

3) Health insurance is a far more complicated business than you realize. As Gregg points out, hospitals tried to become insurers in the 90s and almost all failed. Since then, the business has only become far more specialized and automated. You need scale and deep expertise to run a health plan, and hospitals don?t have it.

4) Becoming a health insurers will drain you of capital and management resources.

5) It?s beyond your core competencies and not in your DNA. Trust me.

6) Do you really want to risk waking the sleeping giants in your neighborhood, i.e., the existing health insurance companies? Remember that hospitals are a high fixed-cost, low margin business. When health plans realize YOU are the competition and start steering patients elsewhere, on average 95% of every dollar of revenue lost will come straight off your bottom line.

The far better strategy for hospitals: work cooperatively with health insurers, and count your blessings that you don?t have their business challenges.

Are compacts better than subcompacts for gas mileage?

Smaller doesn't always mean more efficient. Ford's Focus compact gets virtually identical mileage that the Fiesta subcompact does.

It's fairly easy to point at?trucks?and supercars as the biggest gas-guzzlers on the market, but for the average person on the street it's a lot harder to identify the?cars?with better gas mileage.

The casual observer might assume that?SmartForTwos or Scion iQs are among the most parsimonious vehicles you can buy--after all, they weigh very little and use tiny engines.

As we're aware though, that isn't necessarily the case. Sure, each is economical, but you can buy cars two or three classes above that are equally fuel-sipping.

Stark examples of this "smaller isn't always better" trend can be found in the?compact?and subcompact segments.

Bigger - Not better, but equal...

Take the?Ford Fiesta?and Ford Focus SFE-package models, for instance. The Focus is the larger car, with more equipment, greater interior volume and better performance from its 2.0-liter engine.

And yet, despite the?Fiesta?being smaller, lighter and using a smaller engine, their EPA?fuel?economy?figures are nearly identical--40 mpg highway and 33 mpg combined. The Fiesta is a mere 1 mpg better in city driving, at 29 mpg.

The same is true when comparing hybrids like the?Toyota Prius?and Prius C. Each shares a 50 mpg combined rating, while there's only a few mpg difference in city and highway driving--the Prius C better at the former, the Prius at the latter. And for interior volume, the Prius is actually a mid-size car.

Of course, the larger cars in each instance are the more expensive to buy, and in that respect it's great for buyers with less cash to spend that they can buy a car with?impressive?efficiency without spending extra money.

But there is a sense that with the larger vehicles, you're getting better value for money--more space, more equipment and generally, better performance. They may often have larger engines, but particularly in highway driving those larger engines don't need to work as hard.

That's why cars like the aforementioned Smart aren't as frugal as you may expect--its tiny engine has to work overtime to match the pace of larger cars on the freeway, and it's fighting against barn-door aerodynamics as it does so. That's partly why it only gets 38 mpg highway--lower than several subcompacts and compacts.

Which should you buy?

As ever, it's not quite as simple as saying "bigger is better". The car you choose will inevitably depend on the sort of driving you do. If you rarely embark upon highway journeys, then the lightweight car with the smaller engine may return better gas mileage.

And if your budget simply doesn't stretch to a car in the next class up, then the fact it may get equal gas mileage is fairly irrelevant--unless you buy used, of course.

But next time you're in the market for a new vehicle, it may be worth checking out cars in the next class up, just in case you can get the same gas mileage from a bigger car. We're unlikely to see an "upsizing" trend any time soon, but for some buyers, that larger vehicle may actually make sense.

Howdy all!

So, I'm new to this community. My RP background is mostly old AOL related though I figure I'll attempt to transition to a new medium. I do miss my role plays!

Regarding my availability, honestly, I'm not sure what it'll be these days as I'm switching to a new job shortly that, I believe, is going to offer me much better flexibility than my old one. We can discuss times though!

Keeping positive influences in your life will keep you working harder at your personal development plan. If your best friend is a couch potato who needs a job, a life, and a shower then you are either going to be influenced into the same life style or dragged down because of it. Surround yourself more with successful role models and people who will recognize your commitment to personal development, this will encourage you more and constantly remind you of why and how you want to improve yourself.

In order to grow as a person, it is important to know that there is no such thing as luck. People who are successful and happy are this way because they worked hard to become the person they are. Hard work pays off, and by working hard, you can become happier.

A great tip that can help you with your personal development goals is to check out the library. The library is filled to the brim with informational books that can help you. You?ll be amazed at how many books they have that can offer insight into the different areas of your life.

Are you trying to improve your personal development? Are mood swings slowing down your progress? Distract yourself! Take a walk, clean something or exercise! If you feel an inner sense of accomplishment it can stop a mood swing! This will help you avoid dwelling over whatever set you off in the first place!

I will start by telling a little bit about my self. My name is Antonette, I was Married to David for 26 years and have a Daughter now 22 years old. I lost my husband 09/06/02009 after battling with cancer for 10 years. I Re finance my house June of 2009 to pay for medical bills, and file for Bankruptcy Feb, 2010 do to financial difficulties with medical bills. After that with difficulty I manage to keep up with bills until my hours got cut from where I have worked for 15 years an In Nov, 2010 my former Boss give me web sight to try and get a Home Modification done It was Called the ? American Residential Law Group? from Florida, and the name of person handling my case Was Mr. Nashan Ruff . He told me in order for me to qualify I have to be behind on payments and to miss 3 payments and pay them $1,499.00 to get it started witch I did. In Feb, of 2011, I received a letter saying the company is closing down so I called immediately and spoke to Mr. Ruff. He told me that even though the ? American Residential Law Group? is closing down they are still going to continue on the customers they have already and that he will be taking over my case to his company called ?Palm Beach Consultant Law Firm? .

After missing the 3 payments I send in my monthly payment for my mortgage and was refused , Mr. ruff assured me that it was normal when doing a Modification and that they will just add it to the end of the terms of my mortgage and not to worry. I have Called Bank of America My lender and told them about it and let them know that Mr. Ruff is working for me and gave them permission to talk with him in my behalf. Then Mr. Ruff started to call me like every other month and ask for money saying that in order for to keep the foreclose he have to pay another lawyer. I continue to send him money until Feb of 2012, I told him that I am not going to give him any more money and that this is taking to long and I want it to finish.

I called Bank of America and explain my situation and they assigned me to a Case worker by the Name Of Angela to work on the case directly. I Re send all of the papers again and again to them and The in the last week of may 2012 I Received a letter with a Sale Date for my house to be sold July 13th of 2012, I called Angela after few massagers I spoke to her and she said that she needed my Bank statements ( witch I have already send it twice ) and had proof of it but send it again.

Then I didn?t here from her again and I kept leaving massages and finally spoke to her on June 12, 2012, she told me she don?t think it will be a problem but she is going to be out of town and wont be in the office till the following Monday but there will be some one ells to talk to me Since then no matter how many massages I left no one will return my calls. Desperately I got another Lawyer and pd $995.00 to woke and went to every office in Roswell to get help and Finally on June 18th 2012, Senator Benjamin?s Office in Roswell NM agreed to help me to get in touch with Bank of America after 3 hours on the Phone with them.

I received a call from Bank of America on June 19th From a Lady by the name of Jamilla, she told me that she was just assigned to the case and needed to investigate to see what had gone wrong and she will call me on Thursday June 21st but not later than Friday June 22 2012. And Today is June 27th 2012 I have not herd from them yet even after many calls and massages from me to them.

I kept up with Senator ?s Office but on Aug, 15th 2011 they told me unless I can pay all of my back pay (witch is about $10,000) I have to move out of the only home my daughter and I known.
And yet again the bank turned me down and now they want to throw me out of the house.

I have no one to turn to at this point so I have desided to put my pride down and ask for help from all. Please you are my last Hope, HELP ME and my Daughter . This home is all we have.

Nigeria in talks with Islamists via "back channels"

ABUJA (Reuters) - Nigeria's government is reaching out to radical Islamist sect Boko Haram, talking with some of its members via "back room channels" as it seeks a peaceful way out of the north's conflict, the president's spokesman said on Sunday.

The militants ruled out peace talks in a statement on Thursday, unless the government accepts their demand to turn the roughly evenly mixed Muslim-Christian country of 160 million people into an Islamic state.

But Reuben Abati, spokesman for President Goodluck Jonathan, told journalists talks were going on with some members.

"The form of the dialogue is back room channels ... to reach across with the objective of understanding what exactly the grievances of these persons are, what exactly can be done to resolve the crises," he told press at the presidential villa.

The Taliban-style movement has killed hundreds in gun and bomb attacks since launching an insurrection in 2009, making it the biggest security threat to Africa's top energy producer.

As the insurgency raged towards the end of last year, Jonathan was accused of focusing too narrowly on security.

Senior U.S. diplomats have on a few occasions urged Nigeria to address the grievances of the population in its semi-arid north, such as massive unemployment and deepening poverty, and to seek a broader political solution to the crisis.

"The available options are not solely military action and it is on the basis of this that he had reached out to leaders in the parts of the country that are affected," Abati said.

A group of governors from Nigeria's largely Muslim north set up a committee on Wednesday tasked with trying to talk to the Islamists, but Boko Haram's resentment of a northern elite they regard as corrupt and un-Islamic may limit its success.

Abati said: "Social programs to transform lives, to create wealth, to ... create jobs and to engage young people more effectively," would aim to starve the sect of recruits.

Efforts to seek a peaceful solution to the conflict are complicated by the factional nature of the sect - and the fact that criminal gangs use its name as a smokescreen. The main faction led by Abubakar Shekau maintains, at least in public, that it will not engage in talks with the government.

The closest the militants have come to acknowledging talks was in March, when a former ally of Boko Haram's founder Mohammed Yusuf acted as a go-between. The initiative fell apart in days.

But the group has been weakened by killings and arrests of its members over the past few months, security officials say, raising suggestions it may become more amenable to dialogue.

Economists cannot know what is ?better.? They can only know what is ?more.? They have numbers. They can count. They can add up ?more?. As for ?better,? they have no idea. So, in their little minds, more is better.

That is the thinking that has driven the profession?and much of the world economy?to absurdity. Throughout the last 50 years, more looked so much like better, no one worried too much about the difference. More cars. More houses. More food. More gadgets. What was not to like?

But the cost was more debt. And by the 21st century the burden of debt had become so great that the system could no longer move forward. Here is how it worked, up until the early spring of 2007:

The Chinese, and others, made more stuff. The Arabs, and others, pumped more oil.

Americans, and others, created more credit and used the money to buy more stuff.

Rather than demand payment ? in gold ? for their excess dollars, as they would have before 1971, the exporters took the money and lent it back to the Americans. In this way, the US never really had to settle up. Approximately $8 trillion of purchasing power ? the accumulated trade deficits between 1970 and 2007 ? was created in this way. There is supposed to be ?no such thing as a free lunch? in economics. But for years Americans ate breakfast, lunch, and many of their dinners too at foreigners? expense.

Not needing to redeem the old credits, new ones were made available to Americans. Cheap credit drove up housing prices?and gave them the collateral to borrow more money and buy more stuff.

But when subprime mortgage market collapsed in ?07-?08, suddenly, US real estate prices stopped rising. This left millions of households in a bind. They could no longer borrow against rising house prices because housing was going down. They had to cut back on spending?which meant less stuff could be sold to them?and it left producers with bulging warehouses with unsold goods.

Economists looked at this situation, after the crash of subprime mortgages in ?07 and ?08, and came to the same conclusion they had on the occasion of every other slowdown over the previous 60 years. The economy needed more ?stimulus? to encourage consumers to buy more stuff. They did not notice that consumers already had too much stuff?and that they were now paying the price for buying more stuff than they could afford. Nor did they wonder whether consumers? lives might be better if they focused more on quality and less on quantity. ?More? is all they know; it is all they can do. So they called for ?more stimulus,? more debt, more credit, more spending, and more stuff.

But more is not always the right answer. There are times when less is better.

One of those times was in the mid-1930s?when Germany faced a critical decision. More? Or less?

Adam Tooze, a British historian, has written a marvelous book on the Nazi economy,?The Wages of Destruction. He shows that, far from illustrating the success of intelligent central planning, the German economy of the Third Reich was a disaster. The National Socialists ? or ?Nazis? ? had their plans for Germany. They were determined to put them into practice, regardless of what the Germans may have wanted for themselves. They fiddled with one sector after another. When one fix failed to produce the desired results, actually bringing unintended and undesired consequences, they tried to fix the fix with a new fix. Most of these fixes involved spending money ? if not on actual output, then on bureaucracies that regulated output. And most of them were directed towards a goal that only a demagogue politician or a lame economist would find attractive ? making Germany self-sufficient. Imports cost money, they reasoned. Besides, trade forced a nation to behave. Neither was attractive to the Nazis.

Like America in the 2000s, by the mid-1930s Germany had already spent too much money ? with the military as its biggest single expense. It faced enemies much more real and dangerous than America?s ?terrorist? adversaries. And under Adolph Hitler?s leadership it had decided to invest heavily in armaments. This created a sense of purpose for many people and a source of ?demand? that got people working again. Germany was still a relatively poor country, with a standard of living only about half the US equivalent. An autoworker in Munich, for example, could not expect anywhere near the same lifestyle as one in Detroit. Henry Ford paid his workers so well they were able to afford large houses with hot and cold running water and electricity. They could buy automobiles too?which gave a huge boost to America?s heavy industry. When war began, the US could fairly quickly convert its auto factories to production of jeeps, tanks and trucks. Germany could not.

In Germany, automobiles were still a luxury item. Few people owned them; certainly not the people who made them. Military orders made up for the lack of demand from the civilian population.

In this regard, many economists looked at Germany and labeled the rearmament program ? from an economic standpoint ? as a central planning success story. It ?put people back to work.? It ?got the economy moving again.? More stuff was being produced. ?More? worked! From all over Europe, people came to admire the revival in Germany. American Congressmen praised Hitler. So did many magazine editors and other leaders in France and Britain too.

Besides, compared to what was going on in Russia, Japan and Italy? Germany looked positively benign, if not a perfect role model. Stalin was purging or starving his enemies ? millions of them. Benito Mussolini had invaded Abyssinia and was busily massacring the locals. The Japanese were beginning their bloody war against the Chinese. Hitler may have sounded mad from time to time, and he may have murdered many of his rivals on the ?night of the long knives,? but now ? by 1935 ? he was beginning to sound reasonable, at least in comparison.

You can replace the Pelikan ink cartridge easily with as well, which is usually a concern of mine. If you have a case or workbook that includes a stylus/pen holder, the AlluPen Pro is really all you need to take with you.

The capacitive nib is also pretty good. It is rubber and squishy, but in my tests the AlluPen Pro registered a very high percentage of taps and swipes, among the best of tried so far. For note taking it produced consistently high quality writing. For gaming, it performed well even under fast-paced action. For art, it allowed for good, consistent drawing with precise lines and low friction movement. Like the ink, the capacitive tip can also be replaced, which adds to the longevity of the pen in general.

The AlluPen Pro is made out of high quality aluminum and is available in silver, black, or red. Unfortunately, the hexagonal shape isn't as comfortable as other, rounder stylus pens I've tried. That's really the only major downside, and mostly because the AlluPen Pro is so good I really want to use it more.

The good

  • Can't beat the convenience of a combo

  • Hexagonal shape isn't as comfortable

I love hybrid stylus/ink pens, and the AlluPen Pro is one of the best I've come across. Have you ever heard an opera singing ape? Researchers in Japan have discovered that singing gibbons use the same vocal techniques as professional soprano singers. The study, published in the American Journal of Physical Anthropology, explains how recording gibbons singing under the influence of helium gas reveals a physiological similarity to human voices.

The research was led by Dr Takeshi Nishimura from the Primate Research Institute at Kyoto University, Japan. His team studied the singing of a white-handed gibbon (Hylobates lar) at Fukuchiyama City Zoo, in northern Kyoto.

A gibbon's song is acoustically unique among primates, with a loud melody which can be heard over two miles away. In the wild gibbons use their songs to communicate with neighboring pairs, strangers and potential mates through impenetrable jungle where visibility is poor.

"The complexity of human speech is unique among primates as it requires varied soft sounds made by the rapid movements of vocal tracts," said Dr Nishimura. "Our speech was thought to have evolved through specific modifications in our vocal anatomy. However, we've shown how the gibbons' distinctive song uses the same vocal mechanics as soprano singers, revealing a fundamental similarity with humans."

To explore these similarities the team conducted the first acoustic investigation on non-human primates using helium gas. The gas is famous for making human voices appear high pitched by shifting the resonance frequencies of the vocal tract upwards. The gas is useful for studying animal vocal mechanisms as it increases sound velocity and resonance frequencies.

The team recorded 20 gibbon calls in normal air atmosphere, before recording 37 calls in a helium-enriched atmosphere. The resulting sounds, which are available as audio files, reveal how gibbons can consciously manipulate their vocal cords and tract to make their distinctive sound.

"The lowest frequency of harmonics is amplified in a gibbon's song when performed in normal air," said Nishimura. "However, in a helium-enriched atmosphere the tuning of the vocal cord vibration and the resonance of the vocal tract are altered as the gas causes an upward shift of the resonance frequencies."

This supports the theory that, as with humans, there is independence between the origin of the sound and the vocal tools used to manipulate it.

This manipulation forms speech and is known as the 'source-filter' process of speech production.

Singing gibbons always, and with minimal effort, adopt the complex vocal techniques which are only mastered in humans by professional soprano singers. This discovery suggests the development of complex vocal abilities in humans was not due to unique evolutionary modifications. Instead it shows that humans share the biological fundamentals of vocalisation with other primates, but in speech have simply acquired another of its most sophisticated forms.

"This is the first evidence that gibbons always sing using soprano techniques, a difficult vocalisation ability for humans which is only mastered by professional opera singers," concluded Nishimura. "This gives us a new appreciation of the evolution of speech in gibbons while revealing that the physiological foundation in human speech is not so unique."
