Fiat CEO keen for Chrysler buyout

MILAN (Reuters) - Fiat SpA Chief Executive Sergio Marchionne said the Italian automaker would like to see the minority holder of U.S. affiliate Chrysler Group LLC sell out as soon as possible.

"The faster we do it, the better it is. It's up to them," he said, referring to a United Auto Workers union retiree healthcare trust called VEBA that owns 41 percent of Chrysler.

Earlier this month, VEBA asked Chrysler to register 16.6 percent of its Chrysler shares for a future public offering, setting the stage for the third-largest U.S. automaker to trade on the stock market again for the first time since 2007, when it was a unit of Germany's Daimler AG.

Marchionne said on Wednesday he would be "more than happy" to work toward making any future IPO a success, adding however he would prefer for Fiat to buy VEBA's stake in Chrysler. Marchionne has said in the past that Fiat would like to buy the rest of Chrysler.

Fiat owns 58.5 percent of Chrysler.

The trust needs to pay medical benefits to 121,624 retired Chrysler workers and their families plus some 40,000 more in the future, according to figures provided by VEBA.

As part of Chrysler's 2009 bankruptcy agreement, retired Chrysler workers exchanged about $7 billion of health care and life insurance liabilities for a stake in the collapsed company plus a promissory note for $4.8 billion.

The United Auto Workers (UAW) union is keen to see Chrysler hold an IPO, UAW Vice President and Director General Holiefield told Reuters in a recent interview.

"I would love to see Chrysler go public again," he said. "The VEBA has to have the proper amount of funding to provide healthcare for our retirees."

Holiefield and Marchionne worked together to produce the 2009 agreement that led to Chrysler's present turnaround, each taking on risk along with U.S. and Canadian taxpayers.

The healthcare trust's stake -- worthless when Chrysler exited bankruptcy -- could now be worth billions of dollars. Investment bank UBS has estimated Chrysler's market value at about $9 billion based on trading multiples for competitors Ford Motor Co and General Motors .

VEBA had a funding deficit of $5 billion at the end of 2011, a report from UBS in November showed.

Marchionne said the question of when and how VEBA could trade its Chrysler stake for the funds it needs to pay retiree health care is "fundamentally a question of price."

"I will tell you the secret - it's called cash," he said.

Fiat and VEBA are at odds over the value of VEBA's stake, and are trying to settle the matter in a Delaware court. Fiat has offered $139.7 million for a 3.3 percent stake that VEBA says is worth $342 million.

Remarkable Seaside Holiday Homes

Do people dream of having their own amazing vacation homes to which they can retreat when the stresses of everyday life just become too burdensome? Apparently they do, because the documentary series "Amazing Vacation Homes" was one of the Travel Channel's most viewed.

So if you find yourself, in the cold wet dark days of winter, fantasizing about amazing vacation homes in warm, sunny, palm-and bougainvillea graced settings where the balmy breezes carry the whisper of breaking surf through your windows, you're not alone.

If just hearing the names of Santa Barbara, or Aspen, or Gold Coast or Lake Como floods you mind with pictures of amazing vacation homes to which you can return each evening after a day on the beach or on the slopes or water, and a dinner at a world-class restaurant accompanied by some of the world's best wine, you're not alone.

Amazing vacation homes have traditionally been seen as the special domain of the world's rich and famous, but as the Baby Boomers are reaching retirement age, and have more time to travel, and the money to buy a second home in which to spend their winters, the market for those looking for amazing vacation homes is growing rapidly.

And there are amazing vacation homes to suit any taste; from mountain lodges, to beachfront condos, to apartments in the heart of the world's great cities with easy access to sporting events and cultural venues. There are country retreats where those with a yen to develop their green thumbs can turn humble farmhouses into amazing vacation homes with gardens paths, waterways, and hidden floral delights.

Build Your Own Amazing Vacation Home

Many amazing vacation homes, in fact, have been constructed from other edifices from barns, railroad depots, schoolhouses, lighthouses, and old country stores. If you think the idea of taking buildings with decades of built-up character and turning them into amazing vacation homes has its appeal, you can start by calling realtors in the area where you'd like to spend your vacation time. Historical societies are also good sources of information on interesting properties and whether or not they the can be used for residences.

Transforming quaint old structures into amazing vacation homes is, above all, a labor of love, and can require significant financial resources and years of time. But if you start when you're young, and spend part of your vacations creating your amazing vacation home of the future, by the time it's complete it will be full of family memories and uniquely your own.

If at all possible, look at a house in person before you rent it. At the very least, find out when the pictures of the house were taken, and don't rent anything without seeing recent pictures of the kitchen, bathrooms, bedrooms and main living area. If the hosue is shown with views of a nearby natural attraction like a beach, find out if a zoom lens was used to minimize the distances involved.

My top 10 tips for long-term weight loss - Catherine Saxelby's ...

You don't want to lose muscle either as it is metabolically active (unlike fat) and is responsible for keeping your body's metabolism set high, so you can burn off more kilojoules (calories).

No magic bullet

Firstly don't waste your money on pills, herbal remedies or meal replacements. There are no magic foods or supplements which will dissolve away fat - not grapefruit, kelp, cider vinegar, chitosan, brindle berry or fucus. For LONG-TERM success, you have to learn to eat real food in a junk-food world - and that's not always easy.?

1. Think less fat - but NOT no fat

Cutting down on fat, especially the bad saturated fat, is still the way to reduce your kilojoule/calore intake. Fat is densely packed with kilojoules (calories), is easily overconsumed and tends to be stored more efficiently than either carbohydrate or protein. Stores of fat cannot be oxidised (burnt off) in the same way carbohydrate and protein can. But you don't have to go fat-free, nor is it healthy for your body. Stick to 1 tablespoon oil for cooking plus half an avocado or 1 tablespoon spread (soft butter/margarine) over the day. Plus a handful of nuts as a snack.

2. Keep alcohol to a minimum

Alcohol is concentrated form of kilojoules (calories) and diverts the body from oxidising other nutrients. Allow yourself 3 small drinks a week OR abstain during the week so you can relax on the weekend. A long drink made with a nip of spirits (rum, scotch, bourbon) topped up with soda water or diet soft drink is your lowest calorie option. You can sit on it and sip slowly.

3. Snack healthy

Four or five mini-meals a day can help "turn up" your body's metabolic rate, so you burn off fat faster. They also stop you getting overly hungry and reaching for quick grabs. But make your snacks healthy. If your idea of a snack is a biscuit or pastry, look for something healthier like yoghurt, fruit, crispbread and cheese.

4. Exercise regularly

There's no escaping it. People who exercise have less trouble with excess fat, feel healthier and maintain their lean muscle mass over the years. Any activity you enjoy and can maintain for 20-30 minutes without becoming too breathless is fine.

Power walking is one of the best ways to burn off fat. It costs nothing, requires no special equipment (except good walking shoes) and can be done at a time to suit yourself. Swimming, dancing, bicycling, skipping or gym classes are all beneficial ways to exercise. Any exercise is better than none at all!

It also helps to put more movement into your day e.g. use the stairs instead of the lift, walk to work or the shops.

5. Long-lasting carbohydrate

Choose carbohydrate foods that take longer to be digested and absorbed (called low GI carbs) - so you feel fuller for longer and hunger pangs are kept at bay. Slow-release types include pasta, legumes (beans, lentils), apples, pears, yoghurt, bran cereals and grainy breads.

6. Don't skip breakfast

Research shows breakfast "switches" on your body's metabolism and prevents you becoming ravenously hungry by 11am and tucking into pastries or hot chips. If you can't face food first thing in the morning, make sure you have a sandwich or smoothie mid-morning. And see if you can eat dinner earlier or eat less at night so you're actually hungry when you wake up (it's a nice healthy thing to wake up with a good appetite!).

7. Eat light at night

Avoid large meals late at night, which is the time when we are least active and excess kilojoules (calories) are readily converted to body fat. Fits in with breakfast above!

8. Slow down and eat mindfully

Slow down your rate of eating. Sit down to eat and stretch out your meal to last 20 minutes to allow the brain's appetite control centre to register that you are full. Read how to re-train yourself with my article 6 ways to eat more mindfully.

9. Add some protein

Lean protein foods have been shown to promote satiety (a feeling of fullness after a meal) which stops you picking. Lean beef, lamb, pork, chicken, fish as well as eggs, low-fat milks and yoghurts are all nutritious and good for dieters. Combining protein with slow-digesting carbohydrates (like pasta with beef strips) helps ensure satisfaction, something many diets lack.

10. Fill up on fibre

While the Glycemic Index is trendy, don't ignore high-fibre carbs that can create the same feeling of fullness AND help 'flush out' kilojoules out of your system.? For dieters, the best high-fibre additions are 2 tablespoons bran cereal sprinkled over your usual cereal or muesli OR a small 100g can baked beans when you need a quick light meal OR high-fibre vegetables like cabbage, Brussels sprouts, spinach and corn on the cob.

Of couse, it's good to boost your intake of fibre from all food groups including wholemeal breads, beans and fruit. The high-fibre additions above are the ones that are easiest to slot into a busy schedule. In the old days, we nutritionists used to say fibre makes food "bulkier", so you feel fuller on less. That still holds true today. Think of white bread compared to a chewy grainy bread and you'll get it instantly!

Video: Finding common ground on immigration

>>> in washington this evening, here's something we haven't been able to say in a long time. there is new hope for a broad bipartisan agreement, this time on the issue of immigration reform . after republicans took a historic shellacking among hispanic voters in the november election, what has been one of the most divisive issues in recent politics, suddenly has lawmakers on both sides ready to make some sort of a deal. kelly o'donnell following it all for us on capitol hill tonight. kelly , good evening.

>> reporter: good evening, brian. there really is new political urgency driving this. republicans say immigration reform is one way they could better connect with the fast-growing block of hispanic voters. democrats would like to help the president get an early second term success. so all that makes an agreement hammered out this weekend look like it's got a shot to deal with the 11 million people believed to be here illegally. today, in places like this vegetable field in ventura county , california, the immigration struggle is part of daily life for farmer craig underwood and 200 my grant workers he hires.

>> we would hope for some sort of reform, so that the workers don't feel threatened and that we don't feel threatened.

>> reporter: in a new plan, senators from both parties agreed, to get a green card and years later, citizenship, undocumented immigrants would register with the federal government , pay fines and back taxes, undergo criminal background checks and learn english. while other attempts at reform have failed, they claim this time is different.

>> the public's attitude has changed in four years. four years ago, they said, fix the border. now they much prefer a comprehensive solution.

>> elections. elections. the republican party is losing the support of our hispanic citizens.

>> reporter: a voting block so critical -- in an unusual display, both a veteran democrat and rising star republican described the plan in spanish. [ speaking in spanish ]

>> reporter: to attract conservatives, promises to strengthen security. more border patrol agents and aerial drone surveillance. the government would track temporary visas to reduce staying past deadlines and create a new employment verify verification system.

>> we have to ensure we don't do anything that encourages people to come here illegally in the future.

>> so there are new rules for undocumented immigrants who fill special needs . an agricultural worker program would permit laborers to work in the u.s. legally, but does not grant citizenship. visiting students who earn advanced degrees in science and technology here could get a green card . and, of course, there is real resistance among some republicans and some democrats. so the people behind this plan say they know it will still be very tough to turn today's framework into specifics and to get something done. brian?

Think preventive medicine will save money? Think again

NEW YORK (Reuters) - It seems like a no-brainer.

Since about 75 percent of healthcare spending in the United States is for largely preventable chronic illnesses such as Type 2 diabetes and heart disease, providing more preventive care should cut costs.

If only.

In a report released on Tuesday, the non-profit Trust for America's Health outlined a plan "to move from sick care to health care" by putting more resources into preventing chronic disease rather than treating it, as the current system does. There is a strong humanitarian justification for prevention, argued Trust Executive Director Jeffrey Levi in an interview, since it reduces human suffering.

But the report also makes an economic argument for preventive care, highlighting the possibility of reducing healthcare spending -- which in 2011 reached $2.7 trillion, just shy of 18 percent of gross domestic product -- by billions of dollars. And that has health economists shaking their heads.

"Preventive care is more about the right thing to do" because it spares people the misery of illness, said economist Austin Frakt of Boston University. "But it's not plausible to think you can cut healthcare spending through preventive care. This is widely misunderstood."

A 2010 study in the journal Health Affairs, for instance, calculated that if 90 percent of the U.S. population used proven preventive services, more than do now, it would save only 0.2 percent of healthcare spending.

Some disease-prevention programs do produce net savings. Childhood immunizations, and probably some adult immunizations (such as for pneumonia and the flu), are cost-saving, found a 2009 analysis for the Robert Wood Johnson Foundation. The vaccines are cheap, and large swaths of the population are vulnerable to the diseases they prevent. The cost of providing them to everyone is less than that of treating the illnesses they prevent.

Counseling adults about using baby aspirin to prevent cardiovascular disease also produces net savings. The counseling is inexpensive, the aspirin even cheaper and the costs of heart disease, which strikes one in three U.S. adults, are enormous. Screening pregnant women for HIV produces net savings, too.

Those, however, are exceptions.

HIGH COSTS, NO BENEFITS

One big reason why preventive care does not save money, say health economists, is that some of the best-known forms don't actually improve someone's health.

These low- or no-benefit measures include annual physicals for healthy adults. A 2012 analysis of 14 large studies found they do not lower the risk of serious illness or premature death. But about one-third of U.S. adults get them, said Dr. Ateev Mehrota, a primary-care physician and healthcare analyst at RAND, for a cost of about $8 billion a year.

Similarly, some cancer screenings -- including for ovarian cancer and testicular cancer, and for prostate cancer via PSA tests -- produce essentially no health benefits, causing the U.S. Preventive Services Task Force to recommend against their routine use. The task force bases its recommendations on medical benefits alone, not costs.

The second reason preventive care brings so few cost savings is the large number of people who need to receive a particular preventive service in order to avert a single expensive illness.

"It seems counterintuitive: If you provide care to prevent all these expensive diseases, it should save money," said Peter Neumann, an expert on health policy and professor of medicine at Tufts University School of Medicine. "But prevention itself costs money, and some preventive measures can be very expensive, especially if you give them to a lot of people who won't benefit."

If preventive care could be provided only to those who are going to get the illness, it would be more cost-effective. "But in the real world, the number needed to screen or to treat in order to prevent one case of illness can be huge," said BU's Frakt, who blogs at theincidentaleconomist.com.

Currently, many people who do not benefit from a preventive service receive it, paying something for nothing. Studies have calculated those numbers, which can be surprisingly high.

For instance, 217 high-risk smokers would have to undergo a CT lung scan for one to be spared death from lung cancer, according to a database of studies maintained by Dr. David Newman, an emergency physician at Mount Sinai School of Medicine in New York City. One hundred post-menopausal women who have had a bone fracture would have to take drugs called bisphosphonates in order for one to avoid a hip fracture.

By comparison, only 50 people with heart disease must be treated with aspirin for one to avoid a heart attack or stroke, making this a good buy.

The numbers of people who need to be treated for one to benefit are so high because so few will get the disease the preventive is meant to avert. It's like treating every house for termites, said Neumann, co-author of the Robert Wood Johnson report: The vast majority would never have gotten infested in the first place, so the thousands spent to avoid the infestation is money for nothing.

The failure of many preventive services to improve health, plus the large number of people who have to receive preventive care for one to be spared an illness he or she would otherwise get, limit the economic savings.

MAKING HEALTHCARE DOLLARS GO FURTHER

A better gauge of the value of preventive medicine is bang for the buck; that is, not whether it reduces healthcare spending but whether it buys more health than treating the disease does. "We don't ask whether cancer treatment or heart disease treatment saves money," said Dr. Steven Woolf, professor of family medicine at Virginia Commonwealth University Medical Center in Richmond. "But it is reasonable to ask how to make our healthcare dollar go further."

On that score, screening for hypertension and for some cancers (such as colorectal and breast) are good investments, he said, at less than $25,000 per year of healthy life. In contrast, such common treatments as angioplasty cost $100,000 or more per healthy year of life.

There are two glimmers of hope in this bleak picture. For preventive medicine to help rein in the nation's soaring healthcare spending, it should be provided someplace other than doctors' offices.

"Some of the most common chronic, preventable diseases might be best addressed outside the clinical setting," said the Trust's Levi, such as through wellness programs at YMCAs and health education and screening programs at houses of worship. "But that requires Medicaid to be more flexible in who they'll reimburse."

It also requires a more expansive definition of preventive medicine. The Trust suggests such steps as extending bus lines to parks so people without cars can go someplace pleasant for physical activity and other "community-based" efforts. These strategies save more money in healthcare spending than they cost.

For instance, at a program in Akron, Ohio, profiled in the new report, physicians and others coordinate care for patients with Type 2 diabetes. It reduced the average cost of care by more than 10 percent, or $3,185 per year, largely by reducing pricey emergency-room visits.

And at Boston Children's Hospital, an asthma program that sends community health workers into patients' homes to reduce the environmental triggers of asthma has saved $1.46 in healthcare costs for every $1 invested. It has reduced asthma-related hospital admissions by 80 percent and asthma-related emergency department visits by 60 percent, reports the Trust.

The other promising approach is to target preventive care at those most likely to develop a chronic disease, not at low-risk people. Such "smart" prevention increases the chances of preventing expensive diseases and saving money.

In contrast, unthinking expansion of preventive medicine is the wrong prescription, say experts.

"If you start giving preventive care to more people, many of whom won't benefit from it, it's going to be very, very expensive," said Tufts' Neumann.

UN humanitarian chief in Syria for talks

DAMASCUS, Syria (AP) ? The United Nations humanitarian chief was in Damascus on Sunday for talks with Syrian officials about the nation's conflict, which has forced millions of people from their homes, destroyed the country's cities and created food and fuel shortages.

Valerie Amos did not make any public remarks upon her arrival in Damascus on Sunday for a two-day visit, but was seen by reporters heading to the offices of U.N. agencies and government officials.

Living conditions have deteriorated across Syria during the 22-month conflict, which began with political protests but has since evolved into a civil war with scores of rebel groups battling President Bashar Assad's forces. Entire towns and neighborhoods have been damaged in the fighting, and more than 2 million people are internally displaced, with another 650,000 seeking refuge in neighboring countries.

Some areas face food shortages, and even areas that have been spared large-scale violence like Damascus lack sufficient quantities of gasoline, heating oil and cooking gas.

On Friday, the U.N. announced it was preparing to send $10 million in new U.S. aid to help alleviate hunger in northern Syria.

Speaking at the World Economic Forum in Davos last week, Amos said world powers had not done enough to lessen Syrian suffering.

"The humanitarian situation in Syria is already catastrophic and it's clearly getting worse," she said. "What we are seeing now are the consequences of the failure of the international community to unite to resolve the crisis."

World powers remain divided on how to solve the crisis. The U.S. and many Arab and European countries have called on Assad to step down, while Russia, China and Iran refuse any pressure from outside that seeks to hasten the regime's fall.

On Saturday, Iran made its strongest warning to date that it could intervene militarily to help Assad's regime.

As quoted by the semiofficial Mehr news agency, an aide to Iranian Supreme Leader Ayatollah Ali Khamenei said Syria held a key position among a group of Middle Eastern powers opposed to U.S. and Israeli influence in the region.

"Syria plays a very key role in supporting or, God forbid, destabilizing the resistance front," said Ali Akbar Velayati. "For this same reason, (an) attack on Syria is considered (an) attack on Iran and Iran's allies."

Iran is Syria's strongest ally in the Middle East, and has provided Assad's government with military and political backing for years. In September, the top commander of Iran's powerful Revolutionary Guard, Gen. Mohammad Ali Jafari, said the elite unit had high-level advisers in Syria. Iran also is believed to be sending weapons and money to Syria as it endures its worst crisis in decades.

Also Sunday, Syria announced that it would drop legal proceedings against any opposition figures who returned to the country to participate in a "national dialogue" called for by Assad during a recent speech.

Syria's Higher Judicial Council announced the decision in a statement carried by the state news agency. The report gave no further details.

Assad proposed the national dialogue as part of his plan to end the country's crisis as laid out in a high-profile speech this month at the Damascus Opera House.

In the same speech, however, he vowed to keep fighting and referred the opposition as criminals and terrorists ? making it unlikely anyone will take their chances on the amnesty offer.

Tens of thousands of activists, their family members and opposition supporters remain jailed by the regime, according to international rights groups.

Opposition leaders have repeatedly rejected any talks that include Assad, insisting he must step down.

The U.N. says more than 60,000 people have been killed since the start of the conflict in March 2011.

(AP) ? President Barack Obama honored the Miami Heat for winning the 2012 NBA Championship title after falling short just a year before.

"Everybody doing their part, is what finally put the Heat over the top," Obama said, as he welcomed the team to the White House Monday to celebrate their victory.

The Heat defeated the Oklahoma City Thunder in five games in the NBA Finals last June.

The president also recognized the franchise's work off the court. He thanked them for supporting military service members at Walter Reed National Military Medical Center. Obama said one of the things he's proudest of is that many of the team members? including LeBron James, Chris Bosh and Dwyane Wade? "take their roles as fathers seriously."

"For all the young men out there who are looking up to them all the time, for them to see somebody who cares about their kids and is there for them day in and day out, that's a good message to send," Obama said.

Miami Heat coach Erik Spoelstra said the team hopefully will serve as an inspiration to the nation of what can be done "when you come together and sacrifice your egos for a greater goal" and "hard-hat work ethic."

James, who presented Obama with an autographed basketball, said the team including members that hail from Illinois, Texas, Michigan, Ohio and South Dakota were honored to be in the executive mansion.

"We're in the White House right now, which is like, like 'mama I made it,'" James said, as the audience laughed and cheered.

The crowd of well-wishers included actress Gabrielle Union, U.N. ambassador Susan Rice, U.S. Education Secretary Arne Duncan, and Congresswomen Debbie Wasserman Schultz and Frederica Wilson. The Heat last visited the White House after winning the 2006 title.

'No flexibility yet' in Russia-US relations ? PM Medvedev ? RT

Prior to the US presidential election, Obama promised ?more flexibility? with Russia during his second term in the office. But Prime Minister Dmitry Medvedev says Washington?s position on the missile shield is still driving the two countries apart.

?No ease in relations over missile defense, no flexibility arose. We stand at the same positions?? the position of the United States is one, the position of the Russian Federation is, unfortunately, different. And the convergence of these positions is not happening,? Medvedev told CNN.

Speaking to the ?Fareed Zakaria GPS? program at the World Economic Forum in Davos, the prime minister expressed his concerns over the on-going anti-missile defense program provided by NATO, involving several countries bordering on Russia.

?We clearly understand that if we do not have guarantees such as the pairing of our programs, that means that missile defense could also work against the Russian nuclear arsenal. What does this mean? This means that the parity, which we recorded with President Obama by signing the New START treaty (a very important and very helpful treaty, by the way: I think this is the achievement of the so-called reset), [the parity] is being cracked by that, because the missile defense?? is a direct continuation of nuclear offensive capability, combat nuclear weapons,? emphasized Medvedev.

Assad?s chances of retaining power get ?smaller and smaller?

Discussing the ongoing civil war in Syria, which has seen around 60,000 people killed there during almost two years, Medvedev said that Syrian President Bashar Assad's chances of retaining power are getting "smaller and smaller" every day.

"President Assad made a mistake in carrying out political reforms. He had to do everything much more quickly, attracting to his side part of the moderate opposition, which was ready to sit with him at the same table. This is a considerable mistake, maybe a fatal one," said Medvedev adding that Assad's days could be numbered.

Medvedev reiterated calls for talks between the government and its foes and repeated Moscow's position that Assad must not be pushed out by external forces.

?Therefore, the task of the international community and all countries?? and the United States and the Europeans, and regional powers, such as Saudi Arabia, Qatar and other countries?? to put parties together at the negotiating table, but not just demand that Assad should leave, and then he is either executed like Gaddafi, or carried on a stretcher at the hearing, as they are carrying now Hosni Mubarak,? concluded the PM.

?US adoption ban is not retaliation? to Magnitsky Act

?Medvedev was also asked about Russia?s recent decision to halt US adoptions of Russian children. The law was motivated by cases of mistreatment of Russian orphans adopted by Americans, and wasn?t retaliation for US actions in the case of Sergey Magnitsky, said the PM.

?A big number of American families, who have adopted Russian children, provide them with proper care, training and education. In this sense, their actions are worthy of the highest praise, it is a highly moral behavior. But, unfortunately, in our country we know a large number of cases, when children adopted by American parents, were killed, tortured, lost their health in the United States. Even one such case would be enough to make a draft for discussion,? said Medvedev.

The so-called Dima Yakovlev law, named after a Russian boy who died of heatstroke after being left in a car by his adoptive American parents, contains ban on US citizens adopting Russian orphans. On more general terms it bans entry to Russia for those Americans, who are somehow involved in violations of human rights or crimes against Russian citizens. President Putin signed it on December 28, 2012. Four days later it came into force. The adoption of the law caused a mixed reaction among Russian politicians and public figures.

The PM said that the adoption ban is not connected with Washington?s Magnitsky Act "neither legally nor factually."?

?This law expresses concerns of the Russian parliament, the Russian State Duma and the Federal Council over destiny of our children? Therefore, despite the fact that many saw it as actions targeting aimed at individual American citizens, who want to adopt Russian children, there?s nothing like that in here,? Medvedev told CNN.

?75 per cent of Russian citizens are against foreign adoptions,? underlined the PM.

Medvedev believes that Russia should do everything to ensure that the country doesn?t have any un-cared for orphans. Russian citizens should be motivated to adopt Russian children who don?t have parents and create right and proper conditions for them, he said.?

?We should take all the necessary decisions so that there are no orphans in Russia, the US does not have such a problem. Many European countries do not have this problem. We have a good society already and we have people who are well off enough, they are able to give food and shelter to our children. This is the reason that stands behind the decisions we have made,? said Medvedev.

?I believe that Congress made a mistake, when, together with the abolition of the Jackson-Vanik amendment, they adopted the Magnitsky Act. Regarding the case itself I?ve already told you what I think of it. Speaking of acts of Congress, I think this?? generally it?s very bad, when a foreign parliament decides on another state,? he added.

The PM has criticized Washington's move to sanction a number of Russian officials for alleged crimes, which no court has found them guilty of.

?Each country has the right to deny any country?s citizen an entry visa to its territory. This is something normal, something that corresponds with international conventions, without having to explain the reasons for it. The United States could and still can prohibit any Russian official?s entrance to America, the same way they can examine their accounts and whatever else they have in America. This is exactly what Russia can do as well. But when it becomes a public campaign, with Congress saying, it will draw up a list of individuals who?ve been involved in a crime, what do you think it is, if not an extrajudicial execution that convicts these individuals without any trial or prosecution,? Medvedev said.

Speaking of Magnitsky?s death, Medvedev said he was ?sincerely sorry? for him and other person, who died in prison. But PM had an "absolutely different evaluation" of the late lawyer?s actions in the capacity of his work, saying that he had never fought corruption and was "just a corporate accountant and a lawyer".

Sergey Magnitsky died in a Moscow prison in November 2009. He was remanded in pre-trial detention on charges of aiding a major tax evasion scheme. A number of prison staff were fired and the former deputy chief of the prison doctor Dmitry Kratov, where lawyer Sergey Magnitsky died, faced trial on accusations of negligence. But a Russian court acquitted him on December 28, 2012, as a judge ruled there was not enough evidence.

Iraqi insurgents try to harness opposition rage

BAGHDAD (AP) ? Iraqi insurgents are trying to capitalize on the rage of anti-government protesters and the instability caused by rising civil unrest, complicating the government's efforts to stamp out a resurgent al-Qaida and other militants.

Organizers of the protests attracting minority Iraqi Sunnis insist they have no links to terrorist groups. Yet Iraqi and U.S. officials have expressed concern that violent extremists could benefit from the demonstrators' feelings of alienation and hostility toward the Shiite-led Iraqi government.

And tensions are rising.

At least five protesters were killed and more than 20 were wounded on Friday when soldiers opened fire at stone-hurling demonstrators near Fallujah, a former al-Qaida stronghold where tens of thousands took to the streets. Some in the crowd waved black banners emblazoned with the Muslim confession of faith.

They were the first deaths at opposition rallies that have been raging around the country for more than a month. Two soldiers were later killed in an apparent retaliatory attack.

Protesters also have staged demonstrations in other areas with large concentrations of Sunni Arabs, who feel discriminated against by the government. Their list of demands includes the release of detainees and an end to policies they believe unfairly target their sect.

For now, the American Embassy has no indication that al-Qaida is gaining support from the demonstrations. But the fear remains, particularly as the security situation deteriorates in neighboring Syria.

An embassy official said the U.S. had expressed concern that the protesters' peaceful expression of their viewpoints must not be usurped by extremists trying to provoke violence. The official spoke on condition of anonymity because he was not authorized to speak publicly about the matter.

Sectarian violence that once pushed Iraq to the brink of civil war has ebbed significantly, though violent attacks aimed mainly at Iraq's Shiite majority, security forces and civil servants still happen frequently.

Insurgents have managed to mount large, mass-casualty bombings of the type favored by al-Qaida on at least five days this month. In another attack, a suicide bomber killed a total of seven when he assassinated a prominent politician who played a leading role in the fight against al-Qaida.

The extremist group later claimed responsibility for the latter bombing and other unspecified attacks.

At least 170 people have been killed in insurgent violence since the start of the year, making January already the deadliest month since September.

Protest organizers and the politicians who support them are eager to distance themselves from extremist rhetoric.

Sunni lawmaker Ahmed al-Alawani recently urged Iraq President Nouri al-Maliki to meet demonstrators' demands so al-Qaida and other militant groups could not exploit their frustration.

That was a sentiment echoed by protest organizer and spokesman Saeed Humaim in Ramadi, a city in western Iraq that has been the focus of daily sit-ins and frequent mass rallies. He said protesters have no intention to take up arms, but will defend themselves if attacked by government security forces.

Still, many Iraqi Sunnis have little doubt that the protests strengthen militant groups.

"I don't think the al-Qaida people would miss an opportunity to move freely when the government and security forces are busy handling these spreading protests," said Ayad Salman, 42, who owns a shoe store in northern Baghdad. "The country is slipping toward a new round of civil war, or at least some groups are planning and pushing for this."

The rallies broke out just over a month ago in Iraq's western Sunni heartland of Anbar following the arrest of guards assigned to the Iraqi finance minister, a Sunni who hails from the province. The vast desert territory on Syria's doorstep was the birthplace of the Sunni insurgency that erupted after the 2003 U.S.-led invasion, and where Iraqi officials believe al-Qaida's Iraq arm is regrouping.

In an interview aired late Thursday, the Iraqi prime minister suggested that al-Qaida and members of Saddam Hussein's ousted regime have a hand in the demonstrations.

"I hope that these protests would not turn violent ... and drag the country to a sectarian war," he told al-Baghdadiya TV.

Al-Qaida's local affiliate this week posted a statement praising the protesters, saluting what it called "the true Muslims who revolted in defense of their honor and religion."

A senior Iraqi security official who specializes in terrorist activities said al-Qaida is making use of the resentment in predominantly Sunni provinces, where local residents who used to provide authorities tips about terrorist activities are growing much more reluctant to snitch.

He and another senior security official said al-Qaida fighters now have more freedom to move around. That is partly because state security forces' movements are being restricted in Sunni areas so they cannot be accused of unfairly targeting the Muslim sect, they said.

The second official said the demonstrations give extremists a good opportunity to try to mobilize Sunni opposition and portray themselves as the only groups who can safeguard the rights and interests of the Sunni minority.

The Iraqi officials insisted on anonymity because they were not authorized to discuss security operations with the media.

The local wing of al-Qaida, known as the Islamic State of Iraq, generally does not operate beyond Iraq's borders. But al-Qaida leader Ayman al-Zawahri last year urged Iraqi insurgents to support the Sunni-based uprising in neighboring Syria against President Bashar Assad, whose Alawite sect is a branch of Shiite Islam.

Iraqi officials believe Sunni fighters aligned with al-Qaida's Iraq franchise are moving back and forth across the Syrian border to help Sunni rebels overthrow Assad.

Rebel gains in Syria are giving Iraq's Sunni protesters and insurgents alike a sense that their fortunes may be shifting too.

"Sunnis seem ascendant in Syria. That is a major psychological boost to the Sunnis in Iraq," said Kamran Bokhari, an expert on Mideast issues for the global intelligence company Stratfor. "They're trying to capitalize on that."

Other militants are trying to tie their fight to the protests too.

Earlier this month, uniformed members of the Naqshabandi Army appeared in an online video urging Iraqis to continue their protests, sit-ins and acts of civil disobedience. It called on security forces to turn their weapons on the "traitors and foreign agents" ? a likely reference to what many Sunnis see is Shiite powerhouse Iran's influence over the government.

The group, a network of former Iraqi military officers and jihadists, frequently claims responsibility for attacks on government security forces.

The highest ranking member of Saddam's regime still at large, Izzat Ibrahim al-Douri, has separately lent his support to the demonstrators. Al-Douri, who is suspected of having ties to the Naqshabandi Army, is thought to have played a key role in financing Sunni insurgents seeking to undermine Iraq's post-Saddam government.

Another small jihadist group, the 1920 Revolution Brigades, put out a statement of its own backing the protest movement.

Asus VivoBook X202E-DH31T

The biggest trend in laptops right now is the move from traditional laptops to touch-centric tablets and convertible designs. For those who want to get the touch capability needed to make the most of Windows 8, but don't want to leave behind the standard laptop design, there are touch-enabled laptops, like the Asus VivoBook X202E-DH31T. While there are plenty of new touch laptops on the market now, not all of them are affordable, but the X202E-DH31T's price tag puts it in a reasonable price range. You may lose some of the performance and battery life offered by more expensive options, but the affordability makes up some of the difference.

Design
The X202E-DH31T is a slim ultraportable, measuring 0.8 by 11.9 by 7.9 inches (HWD) and weighing a very portable 2.9 pounds, making it about the right thickness and weight for an ultrabook, though it's missing the requisite solid-state drive or flash memory cache that's one of the requisites of the ultrabook category. While it may not bear Intel's ultrabook moniker, the X202E-DH31T is equipped with something equally compelling?a touch screen, complete with 10-finger tracking and touchable bezels to allow Windows 8 gestures such as swiping in from the sides of the screen.

Unlike convertible designs, such as the sliding Sony VAIO Duo 11 (D11213CX) or the Lenovo IdeaPad Yoga 13, the X202E-DH31T can't change out of its clamshell form factor. One point of irritation, however, is the screen's hinges, which wobble quite a bit when the screen is touched. On a device that features a touch screen, the hinges need to be sturdy enough to withstand all of the poking and prodding that comes with it.

The 11.6-inch display offers a resolution of 1,366-by-768, which?while not as exciting as the 1080p display of the Dell XPS 12?is par for the course in this price range. But while the resolution is on the acceptable side of the line dividing passable from the mediocre, the overall quality of the display is not. The viewing angles are lousy, the display is dim, even with the brightness turned up, and the display is prone to reflecting every glint and glare. It's fine for browsing the Web or typing a document, but it's still a letdown.

Slightly better are the Asus SonicMaster speakers tucked out of sight along the hinge. They offer decent sound at quiet volumes and while the sound gets tinny at high volume, it's still pretty clear, with some buzzing treble, but moderately clear bass.

The chiclet-style keyboard is approximately full-size, but the keys themselves are a little small, making for a cramped typing experience. It's not as bad as that of the Sony VAIO Duo 11, but the keys do have the same short (1.6mm) key travel. The laptop's clickable touchpad combines the right and left buttons into the 4.1-by-2.4-inch surface of the touchpad for a larger area of touch tracking. It supports both standard gestures, like two=finger scrolling and pinch zoom, and Windows-8-specific gestures, such as swiping from the edges to activate Charms and cycle through apps.

Features
The X202E-DH31T has a fairly standard selection of features, with two USB 2.0 ports and one USB 3.0 port for connecting high-speed portable drives and high capacity flash drives; VGA and HDMI outputs for connecting to monitors, projectors, or HDTV; and a compact Ethernet port for those instances when the built-in 802.11n Wi-Fi won't do the trick. A 2-in-1 card reader supports both SD cards and Sony's Memory Stick formats, while a Kensington lock slot lets you physically secure the laptop while in a public place. In addition to a stereo minijack for headphones, the X202E-DH31T also has Bluetooth 4.0, and a 0.3MP webcam is available for Skyping and other video chat applications.

The X202E-DH31T is outfitted with a 500GB hard drive, which is a fairly decent amount of storage space (the VAIO Duo 11 only had a 128GB SSD), but it lacks the additional flash memory for faster wake times and performance, which will prevent it from having the same snappy responsiveness offered by similar looking ultrabooks.

The laptop features Windows 8 Home Premium (64-bit), with programs preinstalled on both the Start Screen and the traditional desktop, including a 60-day trial of McAfee Internet Security 2012, LoJack for Laptops, an upgradeable version of Microsoft Office 2010 Starter, and Adobe Reader. Asus also has some branded apps and programs, such as Asus WebStorage and Asus Game Park Console, which provide some free online storage and basic games, respectively. Asus also covers the X202E-DH31T with both a standard one-year warranty on parts and labor, additional accident protection (covering spills, power surges, and fire damage), and a 30-day "Zero Bright Dot" warranty on the display.

Performance
Asus VivoBook X202E-DH31T The X202E-DH31T is equipped with a 1.8GHz Intel Core i3-3217U low-voltage processor, the same CPU found in the budget Editors' Choice Acer Aspire V5-571-6891. Compared to the Intel Core i5 and Core i7 processors found in the Lenovo Yoga 13, the Sony Duo 11 and the Dell XPS 12, the VivoBook's Core i3 is rather puny, and it's slowed down further by the spinning hard drive?the competitors listed all rely on solid-state drives (SSDs) for faster performance.

Asus VivoBook X202E-DH31T

As a result, the X202E-DH31T's performance lagged considerably, crawling through tasks like our Photoshop test in 8 minutes 46 seconds. By comparison the Lenovo Yoga 13 (6:35) and Dell XPS 12 (6:31) both finished the same test more than two minutes faster. Handbrake scores were similarly lopsided, with the VivoBook (2 minutes 15 seconds) dragging behind the Lenovo Yoga 13 (1:34) and the Sony VAIO Duo 11 (1:25).

Additionally, while the X202E-DH31T also has Intel's integrated HD Graphics 4000 processing, it couldn't run our Aliens vs. Predator test, and only ran Heaven at 1366-by-768 resolution and medium detail for an unplayable 4 frames per second.

The real nail in the coffin, however, was battery life. Despite the sub-3-pound weight and ultra-low-voltage processor, the X202E-DH31T (and its 38Wh, 2-cell battery) only lasted 3 hours 50 minutes in our video rundown test. By comparison, the Lenovo Yoga 13 lasted five hours, while the Dell XPS 12 a little longer (5:09). The Sony Duo 11 lasted closer to that of the X202E-DH31T at 3:09.

The new range of hybrid tablets and touchable laptops on the market now may offer better performance and battery life, but the Asus VivoBook X202E-DH31T puts touch capability into an affordable price range, which may make it worthwhile despite the flaws. Compared to other 10- to 12-inch touch-capable Windows 8 laptops, it's cheap and usable, if not as portable and powerful as leading systems, like the Lenovo IdeaPad Yoga 13. But the price is hard to beat, especially when compared with the budget laptop Editors' Choice Acer Aspire V5-571-6891, which is only $50 less, without touch.

Wife and her panic attacks - Talk About Marriage

I have posted about many issues with my marriage and I am starting to explore different facets that may try to dig deeper into helping me and my wife through it.

My has a very storied history. She has been in abusive relationship in the past that led to restraining orders. This I did know about before our marriage but I did not delve into it because I didn't wan t to raise any issues.

She has also was raped and got pregnant from it, and ultimately had an abortion when she was a teenager. This I only have discovered in the last year or so.

We have gone through many ups and downs through our marriage in a couple of years. She currently occassionally suffers panic attacks. Sometimes I am blamed for them, sometimes they are just over the stresses of life. She is currently seeing a counselor but does not take any medication.

Life has been very difficult since we got married. It's been a constant battle for both of us to find our own happiness in ourselves and with each other. We have also have add the extra burden of having instant kids, which has forced us to go into a different dynamic of a marriage before we actually built our own relationship.

I feel like I am always spinning my wheels trying to make things better, but sometimes I get to the point where I'm blamed for all our misfortunes and situations. Sometimes I will stay strong and be very clear in my decisions, other times I will cower and let my wife become the final word in our decisions. Often times I cannot feel like the strong alpha man I should be in our relationship because she is so broken and sensitive to everything that can happen.

I am just trying to find methods to work my way through these problems with a strong will, but I feel there often set backs just when common things happen in our lives.

Example, wife has been stressed about throwing a b-day party for her dad (her choice) and her cousin (who lives with us), running errands, homeschooling children, dealing with her dad's bad health, etc. Then we had car problems this week and he suffered a panic attack today and decided to shut down with everything.

I know that's good for to step back and relax, but I know this is just going to get her more stressed because she's fallen more behind and this could lead to more stress and then she will get very short and particular about any behavior I exhibit.

I feel at this point she should be on some kind of medication, but she doesn't want that and her therapist doesn't force the issue. I don't really know what she is accomplishing in therapy anymore. I'm sure some of it is to deal with the issues with me, but others.

I am feeling this is going to be just another series events that will lead us into another big fight over her unhappiness and I just want to get some advice on where I can make an effort to help her help herself get better and be happier.

I have tried myself to deal with these things in my own therapy, but when I enact these behaviors to help better my own happiness, I get accused of turning my back on the importance of our relationship and that I am not being considerate of her. It got to the point that I had to stop going just because she was threatening to divorce me.

Is there any steps I can take to try to support her and put her on a more positive path? What's the best approach considering all the issues she has gone through with her life thus far? I know that some people have mentioned she might suffer from BPD but there doesn't seem to be a clear answer in dealing with that other than at some point you may have to walk away from the situation.

787 probe far from complete, regulator "very concerned"

WASHINGTON (Reuters) - U.S. safety regulators are nowhere near finishing an investigation into a battery fire on the Boeing Co 787 Dreamliner, a top official said on Thursday, raising the prospect of a prolonged grounding for the aircraft.

Deborah Hersman, chairman of the National Transportation Safety Board, made clear that investigators have found a series of "symptoms" in the battery damaged in a January 7 fire in Boston, but not the underlying cause of the problem. She also said the agency would be looking at the design of the battery compartment area of the plane and whether the certification standards had been strong enough.

The comments were seen by some safety experts within the aerospace industry as a clear signal that this is no longer just a teething issue for the new plane.

That will raise questions about the financial impact for Boeing, which is still running its assembly lines and backing up aircraft to be delivered, and for airlines, many of which counted on getting the futuristic 787 for their expansion plans.

"We are early in our investigation, we have a lot of activities to undertake," Hersman told a news conference.

"This is an unprecedented event. We are very concerned. We do not expect to see fire events on board aircraft. This is a very serious air safety concern."

She rebuffed multiple questions on how long the investigation would take, making clear it could be weeks or more. She also would not say when the 787 would fly again, which is in the hands of the Federal Aviation Administration.

Former NTSB Chairman Mark Rosenker said the briefing made it clear the investigators had come up short in their hunt for the cause of the battery fire.

"It's going to take them longer," he said in an interview. "Weeks, not days."

Richard Aboulafia, aerospace analyst with the Virginia-based Teal Group, said the NTSB briefing was a sobering reminder that investigators have not made much headway on finding a cause for the battery problems.

"It was hard to find a lot of optimism on the call. It sounds like they're still in the middle of a lot of hard work and a lot of mysteries," Aboulafia said. "It just wasn't encouraging. Fire is the last thing you want on an airplane."

NO TIMETABLE TO FLY

The 787 has been grounded worldwide since an All Nippon Airways plane made an emergency landing in Japan on January 16 after a battery incident, which Hersman said may or may not have been a fire.

That emergency landing came after a fire occurred on a Japan Airlines Co Ltd 787 on the tarmac in Boston.

In a statement late on Thursday, Boeing said it was cooperating with regulators and had teams of "hundreds of engineering and technical experts" working on the situation.

"Boeing is eager to see both investigative groups continue their work and determine the cause of these events, and we support their thorough resolution," the company said, adding it was not permitted to comment directly on the ongoing investigations.

Still, Boeing shares are actually up 1.3 percent since regulators said the plane - full of high-tech innovations that are supposed to be a model for future aviation - could not fly.

At least one customer, Poland's LOT, has already raised the prospect of seeking compensation for its losses. Another, China's Hainan Airlines Co Ltd, said this week it was disappointed in the delays and that its expansion plans had been affected as a result.

PUTTING OUT FIRES

Rosenker, the former NTSB official, noted that other new planes had problems when they were introduced, but not fires, which makes this situation stand out.

"Fire is something you don't fool with," he said. "You've got to understand that, particularly given the short period of time the aircraft has been flying."

Boeing has said in the past that, because of their chemical composition, these batteries are difficult to extinguish once they catch fire. As such, the plane is designed to contain fires while they burn themselves out.

Hersman, talking to reporters after the news conference, confirmed that there is no fire suppression system in the area where the battery burned, nor any way to access it in-flight.

Asked if the lack of a fire suppression system in the battery compartment was a design flaw, she said: "We'll certainly be looking at the design and we'll be looking at the certification standards to determine if they were robust enough."

If regulators do decide design changes are needed, that could have implications for Boeing's European rival Airbus and its future A350 jetliner.

"We believe so far we have a robust design, however we will draw the lessons from the 787," Airbus Chief Executive Fabrice Bregier told Reuters Television at the World Economic Forum in Davos.

Billed as Europe's response to the Dreamliner, the A350 is due to enter service next year using lithium-ion batteries, but without the same reliance on electrical systems as the 787, something Airbus says will put less burden on the batteries.

However, Airbus has so far declined to comment on how it would tackle a battery fire if one did break out on board.

DELAYS PERSIST

On Thursday, FAA and NTSB inspectors visited a UTC Aerospace Systems plant in Phoenix, although a company spokesman declined to say what they focused or how long they would be at the plant. UTC makes the aircraft's auxiliary power unit.

Fiona Greig, a spokeswoman for Securaplane, which makes the battery charging unit and start power unit, said its equipment was tested and worked as it should. She declined comment when asked about the issues mentioned in those units by the NTSB.

The 787 program was already years behind schedule before last week's grounding, which means Boeing cannot deliver newly manufactured planes to customers.

That means customers such as United Continental Holdings Inc may have to wait even longer for planes on order. The company's United Airlines already flies six Dreamliners.

"History teaches us that all new aircraft types have issues and the 787 is no different," United Continental Chairman and Chief Executive Jeff Smisek said during the carrier's earnings conference call. "We continue to have confidence in the aircraft and in Boeing's ability to fix the issues, just as they have done on every other new aircraft model they've produced."

Smisek said on Thursday that the carrier still expects to take delivery of two more 787s in the second half of the year.

Boeing has already delivered 50 of the 787s. Around half have been in operation in Japan, but airlines in India, South America, Poland, Qatar and Ethiopia are also flying the planes, as is U.S. carrier United.

The grounding of the Dreamliner, an advanced carbon-composite aircraft with a list price of $207 million, has already forced hundreds of flight cancellations worldwide.

US: NKorea nuke test plan 'provocative'

WASHINGTON (AP) ? North Korea's plan to conduct a third nuclear test is "needlessly provocative" and will only increase its isolation, the White House said Thursday, as the U.S. expanded its financial sanctions against the north Asian country.

Defense Secretary Leon Panetta said he's seen no outward sign that North Korea will follow through soon on its plan to conduct a test ? following its underground atomic explosions in 2006 and 2009.

But that doesn't mean preparations aren't under way.

"They have the capability, frankly, to conduct these tests in a way that make it very difficult to determine whether or not they are doing it," Panetta told reporters.

North Korea's National Defense Commission said Thursday a nuclear test was part of "upcoming" action directed against the U.S. but did not say exactly when or where it would take place. The commission, led by leader Kim Jong Un, also made clear that its long-range rockets are designed to carry warheads aimed at striking the United States. The North has previously said its launches are for a peaceful space program.

Pyongyang's statement came two days after the U.N. Security Council condemned its December launch of a satellite atop a long-range rocket for violating a ban on ballistic missile activity. The council, with the support of the North's only major ally, China, also tightened sanctions.

"North Korea's statement is needlessly provocative and a test would be a significant violation of United Nations Security Council resolutions," White House spokesman Carney told reporters. "Further provocation would only increase Pyongyang's isolation, and its continued focus on its nuclear and missile program is doing nothing to help the North Korean people."

Carney said the council decision to tighten sanctions would impede the growth of weapons of mass destruction programs in North Korea. He said the U.S. would be taking additional steps. The government later designated as "trade" several entities said to be involved in missile development.

Carney noted the council's warning to take further action in the event of a further launch or nuclear test.

"We judge North Korea by its actions, and provocations like these are significant violations and we act accordingly," Carney said.

North Korea claims the right to build nuclear weapons as a defense against the United States, its foe from the 1950-53 Korean War. The U.S. still maintains 28,000 troops in South Korea as a deterrent against aggression from the North.

North Korea's recently launched rocket has the potential to hit the west coast of the U.S. mainland, but experts say it still doesn't have the capability to make a missile re-enter the atmosphere and hit a target. Nor is it believed to have miniaturized a nuclear device to mount on a missile. A nuclear test could move it closer toward that goal.

The elevation a year ago of Kim Jong Un following the death of his father Kim Jong Il had fueled hope of improved relations with Washington, particularly after the North accepted a substantial offer of food aid in exchange for nuclear concessions. But that agreement collapsed last April when the North conducted a long-range rocket launch.

Carney said the U.S. has not seen a noticeable change in North Korea's behavior.

The Treasury Department levied sanctions Thursday against a Hong Kong-based trading company and two officials of a North Korean bank. The administrative move prohibits them from transactions with Americans and freezes any assets they may have under U.S. jurisdiction.

Treasury described the Tanchon Commercial Bank as the financial arm of Pyongyang's premier arms dealer and main exporter of goods and equipment related to ballistic missiles and conventional weapons.

The bank has also been involved in ballistic missile transactions between the arms dealer, Korea's Mining Development Trading Corporation, and Iran's Shahid Hemmat Industrial Group, a U.S.- and UN-designated organization responsible for developing liquid-fueled ballistic missiles, Treasury said.

"By continuing to expose these entities, and the individuals who assist them, we degrade North Korea's ability to use the international financial system for its illicit purposes," David S. Cohen, the Treasury's undersecretary for terrorism and financial intelligence, said in a statement.

The State Department also designated the Korean Committee for Space Technology, which it said has orchestrated rocket launches and has contributed to development of long-range ballistic missile development.

The World of Gavilla

This thread will include more in-depth information and details about the world in addition to maps and such. Feel free to add to this if you would like though I would like to approve any posts before they become a permanent part of the world so pm me first with your ideas. Creating a world by myself is a little too big of a job for one person. I have made a start to try and describe a few things in more detail but I have a long way to go.

Trades are basically your job. Since you are either born with magic or not it plays a big facter in what jobs you can take. If you are born with magic you can do pretty much anything and your magic can make you more successful than those without. Of course, even without magic if you choose a good trade and work on your skills and abilities you can be just as succesful as someone with magic, sometimes even more so.

Non magic trades
Merchant/trader-specializing in buying and selling goods and often good at determining the value of goods and is usually good at bargaining.

Courtesan-Is a high class companion of the wealty often with many skills such as dancing, singing, playing an instrument, and is usually highly knowledgable in many areas to allow for good conversation with clients in their areas of interest. This type of trade can also be good at spying and politics.

Politition/leader- Public speaking, charisma, some tactical thinking, careful planning and organisation.

Fighter- many different groups and specialties like berserker, fencing, boxing, martial artists, duel weilding, sheild and sword, and more.

Doctor/nurse/herbalist- obviously studied in knowlege of healing, surgery, herbs and more.

Bard/performer-various performing types but basically an entertainer.

Cook- obviously specialize in the making and studying of food.

Historian/ archeologist/socialogist and other sciences-same as they would be in modern times but slightly different in tools and rescources and such.

Tracker/hunter- specialises in hunting game to use to feed himself and/or a group as well as tracking people and animals for hire. Is good at surviving in the wild and knowing what is safe to eat and what isn't and the safest way to camp and which trails and roads to use.

Teacher
blacksmith
tailer/clothes maker- alter, design, and make clothes
military-varies depending on area/kingdom but basically working as a soldier for a particular government, town, city.
Craftsman-includes fletcher and any other trade where you make/repair things.
tavern/innkeeper-running a bar or inn where people eat, drink, and or sleep.
Fisherman/sailer-this could be just someone who has a fishing boat or they could have a boat for taking passengers or cargo or both.

Magic users

Bard- unusual but some well trained bards born with the gift of magic can combine the two pracices in many useful ways. Ease tension, or tiredness. Produce illusions, inspire, confuse, and even heal.

Alchemy- is a very formulaic magic using potions, other ingredients and magic circles to change one element into another and create magic potions
Mage/enchanter-Weakest magic users. Mages use simple magic-light spells, some healing, can use spell books to make more powerful spells but aren't as good as wizards.
enchanters can only put spells into things or make scrolls but these can be pretty powerful and used by anyone

Ninja-Use complicated hand forms and willpower to create different effects often only to distract or confuse but can create illusions and some powerful attacks that vary in style.

Druid- mostly use natural magic, can use runes to read the future or use water to find people or things. Usually aren't violent or use offensive magic. Good with healing and growing things and dealing with animals and monsters.

Wizard/Witches- Wizards are male or female and almost always need a wand, staff, or book to cast spells. They need a lot of memorisation and complicated spells and ingrediants to make spells work.
Witches are also male and female- these range from black magic curses to light magic this group uses lots of potions mostly but also can use books but they also tend to need lots of intrediants and spells
to make things work.

Necromancer-specializes in things having to do with the dead. Can raise the dead to fight for them.
Summoner- summons a creature of some kind using a magic circle, a blood pact and spell. The summond creature(s) will fight for the summoner

Magic swordsperson- these vary in power and skill but mainly they concentrate on only martial skills focusing on using forms and spells specificly with a weapon or weapons.
Paladin/Templar-Both are the warriors of a religious group fighting with the power of divine protection often granted healing powers and other powers offiliated with their patron god.
Templars are the highest and most powerful of these with very powerful fighting magic and weapons skills paired with a divine aura that gives them many abilities. There is also the darker side
of both of these just flip all the light abilities to dark and you have dark paladins and templars. The type of powers just depend on the god that is their patron.

Sorcerer/Sorceress- These are some of the most powerful magic users other than elementals and can sometimes use some elemental magic. They often have skills in the other magics but their biggest advantage
is being able to do magic without a book, wand, or ingrediants, and sometimes just with the will of their mind.

Elemental- The most powerful but often the most limited. Usually can only use one element but at the highest efficiency.
-----
Magic is identified by it's element and each element is linked to a color. For details on effects of spells and abilities, they will be listed in another section. Basically magic is something you are born with and you usually have a high affinity with one element sometimes able to use a second or third element but not nearly to the same degree of efficiency, though there are some exceptions to this rule. Skill in a type of magic could determine what kind of trade you choose since certain types usually specialize in one type of element that is linked to their skills.

Red: Red is the symbol for the element of fire. This would mean spells like Fireball and Incinerate. For an ability it could be flame strike or fire-heart. Typically can be used by wizards, witches, Enchanters, Sorcerors, elementals, and summoners(different summoners summon differnt types of things depending the the element they are strongest in.)
Creatures are also unique to certain colors except for dragons and elementals which can be any color. Demons are both red and black. A phoenix is specifically fire only. A magic blacksmith with a link to red is a great blend.

Black: Black is for the element of darkness and death. Some spells might be contagion and circle of doom. Abilities could be shadow walk and pierce through illusions. As for creatures a Gargoyle and the undead are both specifically black. The ninja and Necromancer are highly linked to this element as are some alchemists.

Green: Is the color of the earth element and is used in the Elemental, religious, and tracker/ranger trades. Examples of spells could be barrage of thorns or earthquake and abilities might include detect traps, stone-skin, and hypnotize. Green creatures would include Moss monster and Treemen. Obviously helpful to being a tracker/herbalist since green magic can help you identify plants and commune with animals.

Blue: blue is for the water element used by elementals, fighters, and trackers. Spell examples could be ice storm and healing waters. Abilities might include invisibility or slippery. Sprites and sea monsters are specifically blue and nymphs can be blue, white, or green. Mermaids and other sea creatures are also blue. Having a link to blue could help a lot if you are a sailor or fisherman.

White- Is linked with all forms of white magic and light magic. Meaning creating light, healing, navigation, scrying. White creatures include will of the wisps, fairies, and spirits(good spirits)

Yellow- is the color paired with the element of air or wind. wind is helpful for traveling magic, talking long distances, controlling wind. A lot of the winged races have a tendency to be linked to yellow, but a lot of races are born with a little of this magic as secondary to whatever primary magic they might have. It is one of the most common along with white magic. Again a Sailor would find a wind affinity highly useful.

------
In the next post I might post a character sketch or two as examples of each of the races. I love drawing so if anyone wants a character drawing don't hesitate to ask, though it might take me awhile especially if I have a lot of requests at once.

Anyway I will try to post a very basic map as soon as possible here and perhaps other places once I figure out more how this site works best and such.
