Obama to call for passage of highway programs (AP)

WASHINGTON ? The White House says President Obama will urge Congress to pass a federal highway bill that he says will protect about 1 million jobs.

The president will make his appeal Wednesday at the White House. He will be joined by the leaders of two occasionally warring factions ? AFL-CIO President Richard Trumka and David Chavern, chief operating officer of the U.S. Chamber of Commerce.

At issue is the renewal of a transportation spending bill that expires Sept. 30. The House is considering a six-year, $230 billion bill paid entirely with current fuel taxes. The Senate proposal would last only two years and cost $109 billion.

The push for infrastructure spending comes as Obama prepares to unveil a jobs package that mixes spending and tax breaks.

What Single Parents Want from Obama's Speech: Health Care, Jobs (ContributorNetwork)

President Barack Obama will address the nation after Labor Day on jobs and the economy. Yahoo! Contributors asked Americans what they'd like to hear from him. Below are some responses.

[Your Voice: What worries do you have about politics, jobs and the economy? Sign up to contribute.]

Single parenthood in a struggling economy, with costs rising and jobs disappearing, is a daily challenge.

Like other Americans, single parents have questions and look to President Obama's upcoming speech for answers. Here is what some single parents in downtown Los Angeles are hoping to hear in the president's speech:

"I hope to hear something about childcare. They need to get private companies to offer the same benefits as the government does. I have to pay over $500 a month to get someone to watch my daughter while I work. My sister works in Virginia for the federal government, and she has a daycare center in her building, all free. My life would be so different if I had that and, of course, insurance, too. I hope he talks about a government program, at least for kids." -- Araceli Garcia, administrative assistant, Paramount

"Health care, health care, health care. We need a new system and I sure hope Obama talks about a plan for one. I worked for a car dealership and had good insurance, for me and my sons. I got laid off and you know what they wanted to charge me to keep the same coverage? $900 a month. That's crazy, we need government health insurance." -- Sonya Partido, retail sales, Whittier

"Whether you're a single parent or anyone else, we all have the same needs. I need to have a good job to feed my family and succeed, so I'm hoping the president focuses on unemployment. And I want answers, not just what I call 'speech-speak' -- words politicians say to just make people feel good, knowing they will never do what they are saying." -- Dasha Banklewski, designer, Studio City

"It's all some bulls---. That man don't care about me, he don't care about my kids, he don't even care about you. All he care about is those dudes who write him checks. It's all about the money. Where are the jobs? How I supposed to feed my babies if I can't work. When is he going to speak on that? When he is he going to act on that?" -- James LaBrock, unemployed , Los Angeles

"Education is an important issue for Obama to talk about, also the Dream Act. I have a daughter and I just graduated from high school. I want to go to college, but I'm having problems with student loans because of my [immigration status]. I've lived here since I was two, all I want to do is go to school and make a good life for me and for my daughter, but the system just isn't working for me. I hope he talks about immigration." -- Sandra Portillo, student, Los Angeles

"Well, there's a lot of things I want President Obama to cover in his speech, but as a single mom, the two biggest are health care and jobs. People need good-paying jobs; everything else can grow from that. People can then afford to save money, buy insurance and to buy other things, which helps other people, and so on. Personally, I believe the president wants to make changes and do good things, but that system is just so jammed up and political, it's hard. Anything he wants to do, the Republicans will fight, so he doesn't look good. And if the president was a Republican, the Democrats would do the same thing. It's just broken." -- Rena Fineberg, physician, Westwood

" I'm a single father. My wife passed almost five years ago, God bless her soul. Obama needs to talk about ending these crazy wars, man. They're creating single parents every day -- when a soldier gets killed. I hope he talks about a time frame, tell us they going to be out in a year or something. All that money he giving the Army, every day, that's money that could make some jobs here. I hope he says we are ending the war tomorrow and going to use that money to make free insurance for everyone. That's my fantasy Obama speech." -- Ricky Collins, retail store manager, Miami, Florida

Flights resume, but airports face backlog

East Coast airports reopened on Monday, but it likely will take at least several days to get hundreds of thousands of travelers stranded by Tropical Storm Irene to their final destinations.

  1. Don't miss these Travel stories

    1. Disney breaks the mold with Aulani resort

On Monday, Disney's Aulani resort will open on Oahu's Waianae coast, a new complex designed to provide a unique mix of mouse-inspired ?imagineering? and Native Hawaiian culture, all without a theme park nearby.

    2. This sucks! Vampire-themed cruise planned for Alaska
    3. Autopsy planned for dead Yellowstone hiker
    4. 5 credit cards every traveler should consider
    5. 10 pools you won't believe are public

Airlines need to reposition aircraft flown out of the region ahead of the storm, leaving Tuesday as their target for returning normal service to the storm-struck region.

Airports in New York, Boston and Philadelphia bustled Monday after being closed for much of the weekend. The week before Labor Day is always a busy one for airlines, so they struggled to cram travelers stranded by Irene onto already-packed planes.

New York's three major airports ? John F. Kennedy and LaGuardia airports in New York and Newark Liberty in New Jersey ? were shut down on Saturday as the storm bore down on the mid-Atlantic. The three airports serve about 100 million passengers annually.

Smaller airports in the area are still closed. Stewart International Airport is expected to resume flights Tuesday. The Port Authority of New York and New Jersey, which operates the airports, said Teterboro Airport in New Jersey is partially flooded and will reopen once damage can be repaired.

Airlines began winding down schedules on Friday in advance of Irene. They canceled more than 13,000 flights, including 1,500 on Monday, according to the online tracking service FlightAware.com.

Delta Air Lines, US Airways, Southwest Airlines, American Airlines, United Airlines, and JetBlue Airways were most affected.

Airlines also moved several hundred planes out of the storm's path to avoid damage, which will further slow the return to normal service. Some repositioning flights heading to open airports on Monday carried passengers while others were empty. Carriers had to reassemble flight crews and ground staff, which means travel delays likely will continue rippling across the country.

"We need time to put airplanes back in place," said Todd Lehmacher, a spokesman for US Airways. "We're focused on the goal of normal operations on Tuesday."

Changing travel plans
Darryl and Isabel Fleming arrived at LaGuardia at 5:30 a.m. Monday in an attempt to catch a new flight to Miami after their original flight was canceled. They needed to be in Miami in time for their 5 p.m. departure on a Norwegian Cruise Line ship for a weeklong sailing in the Bahamas. The trip was supposed to be their final vacation before the school year started for their 5-year-old daughter Gabriella and 11-year-old son Nathanael.

Darryl grimaced at the prospect of losing the $4,000 the family spent on the flights and cruise. Both were hopeful that insurance purchased through a travel agency for the cruise might yield a refund, but had to wait until the agency opened this morning to find out.

Others were luckier. Joshua Brechner, 21, was scheduled to fly out Sunday to return to Chicago for his senior year of college at Northwestern University. When he and his father looked at the weather forecast last Thursday, they decided to pre-emptively reschedule his flight for today. ?Knowing how things can be when there?s weather issues, we called them up early and at that time they?d just gone to no-fees for ticket changes,? said Joshua?s father, Berl Brechner.

Video: Hurricane leaves its mark up East Coast (on this page)

Chris Sumang, 29, also decided to reschedule his flight for Monday. Sumang?s girlfriend was nervous about flying to Miami last Friday, so the couple called American Airlines on Thursday evening to rebook.

Sumang, who lives 20 miles northeast of LaGuardia in Rye, N.Y., arrived a few hours early anticipating heavy delays or possibly a cancellation. ?I was not going to chance it,? he said.

The couple had booked a weeklong stay at a hotel in the Florida Keys, a trip that is now cut short by three days. ?We?ve been planning this trip since before summer,? said Sumang. ?I didn?t expect the storm ? I was upset when it came. It?s all right, though.?

Hans Illguth said he and his wife, Joy, were ?worried sick? that their Monday afternoon flight on Frontier would be cancelled. The couple, who are from Bundaberg, Australia, and have spent the past three weeks touring the U.S., feared their flight to Las Vegas would be canceled. Their stay in Sin City will be their last before returning home to Australia.

The Illguths said they tried to cram in as much sightseeing in New York City as possible before the storm came. They visited the Statue of Liberty, Times Square, the Empire State building and other tourist attractions in two short days. They even rode an empty subway car before the city?s mass transit was shut down on Saturday at noon and also snapped a photo of sandbags on Wall Street.

They were relieved to learn that their flight was on-time.

Disrupted service
Subway service in New York was fully restored at about noon on Monday, the Metropolitan Transportation Authority said. Ground transportation started easing back into service on Sunday evening.

There's no easy way to squeeze all the displaced passengers onto scheduled flights, especially with airports around New York ? the nation's busiest airspace ? reopening Monday. And ground transport alternatives remain limited, with bus and train service disrupted into Monday as well as along the East Coast.

"We're coming into the Labor Day holiday weekend, so a lot of those flights are already full,"? Lehmacher added.

Airlines won't say how many passengers have been grounded since Irene came ashore in North Carolina on Saturday .

FlightAware put the total of individual cancellations at around 650,000, noting that many of the flights canceled so far were on regional airlines that use small planes.

Some travel experts suggested much larger numbers ? 1 million or more.

'Frustrated'
The storm also was creating problems for Americans traveling outside the U.S. who now find themselves unable to get home.

Raymond Cielo flew to the Dominican Republic with his wife and two daughters on Aug. 19 ? only to have his vacation plans washed away by Hurricane Irene. "It rained for four days straight," Cielo told msnbc.com.

Cielo, of Woodland Park, N.J., had planned to fly home Aug. 27, but learned late Friday that their Saturday flight had been canceled.

Despite his status as a Platinum Elite member with Continental, Cielo spent hours on the phone ? at $2 a minute ? trying to reach the airline, only to learn that the first available flight back to Newark airport is Sept. 4.

He said his extended hotel stay in Punta Cana will cost an additional $3,000, not to mention unexpected extra time off work. "We are frustrated and just want to get home even though it is beautiful here now," said Cielo.

Nicole Whitney Sobel was supposed to fly home to Boston from Cancun, Mexico, on Sunday. However, she found herself stranded in Mexico for a few more days after learning that her connecting flight in Charlotte, N.C., was canceled.

"I was disappointed when I found out I wouldn't be home in time because I have appointments and meetings that I need to get back home for, which I now had to cancel and re-schedule from Mexico with limited phone access," she told msnbc.com.

However, the 25-year-old freelance writer, who is in Mexico on a work-related trip, says things could be worse. She could have been stuck at the Charlotte airport trying to arrange accommodations and transportation.

Instead, she's at a luxury resort in Riviera Maya. "The sun is out today, and guests are laying out by the pool and on the beach," she said.

She hopes to get rebooked on a new flight home as early as Tuesday.

Airlines said passengers should call ahead and make sure they have a confirmed seat before going to the airport. (Click here for rebooking tips as well as a list of airline Twitter feeds and websites.)

Planes, trains and automobiles
Long-distance bus and train companies also saw lingering effects from Irene.

Greyhound scrubbed bus travel between Richmond, Va., and Boston all weekend.

A spokeswoman said buses would begin to roll north out of Richmond Monday morning and the company hoped to be running in New York by midday.

Amtrak reopened limited train service in Washington, D.C. and Philadelphia, but most trains through New York City were canceled Monday.

When blizzards hit the East Coast in December and February, it took some airline passengers days to get home. That could happen again.

Sara Hesselsweet of Norwalk, Conn., and her family were to fly home Sunday from vacation at Lake Tahoe on the California-Nevada border. After their flight was canceled, American Airlines told her it couldn't find seats for her, her husband and 2-year-old son until next Saturday.

So the family decided to fly from Reno, Nev., to Dallas and on to Chicago, where they would rent a car to drive back to Connecticut.

"We checked Philadelphia, D.C., Boston, the Carolinas ? we couldn't get a flight anywhere," said Hesselsweet, sitting amid a pile of carry-on bags in the Reno airport.

The Associated Press, Reuters and msnbc.com staff contributed to this report.

Hmmm, EXCELLENT question! I conceive the think you were effort modify quotes online kinda than in mortal (assuming aforementioned carrier) was that the player costs go into stipendiary for rent, utilities, salaries, commissions, etc. That?s how destined carriers (e.g. USAA, GEICO, etc.) crapper substance modify rates since they delude mostly by mail, sound or the Web. The exclusive downside I could wager is that you strength not intend individualized assist if you requirement it (if you acquire online, especially if the traveler doesn?t hit agents? offices as whatever do as you saw). For instance, if you call a toll-free sort for something, chances are that you won?t intend to intercommunicate to the aforementioned mortal more than once.

Insulin pump maker identified after hacking talk

FILE - In this file photo taken Aug. 4, 2011, Jay Radcliffe, displays a radio device he uses to perform an attack on an insulin pump and taking control of the device wirelessly, at the annual Black Hat conference for digital self defense, in Las Vegas. (AP Photo/Isaac Brekken, File)

(AP) ? When Jay Radcliffe revealed three weeks ago that he'd found serious security holes in a popular type of insulin pump that diabetics wear, he kept two important details secret: the pump maker's name, and the specific technique he used to hack the device.

The problems he found carry exceptional risks, such as being able to program a special remote control to command strangers' pumps to dispense the wrong dosage of insulin. But Radcliffe said he was ignored in repeated attempts to alert the company to the defects. On Thursday he identified the company ? Medtronic Inc. ? in an effort to apply public pressure to fix the vulnerabilities.

The disclosure raises the risk of attacks on certain Medtronic insulin pumps. But Radcliffe said he hopes that exposure helps fix the problems. He said he tried to handle the disclosure ethically ? by working with the company first ? and felt "there should have been an ethical response (from the company) to that."

Radcliffe, a diabetic who experimented on his own Medtronic pump, revealed the details to The Associated Press ahead of a planned news conference.

Medtronic would not directly address its interactions with Radcliffe. Spokeswoman Amanda Sheldon said a Medtronic employee attended Radcliffe's presentation at the Black Hat computer security conference this month in Las Vegas and said the company was analyzing his public statements.

"We have to evaluate the sources of the information and figure out what we should do with it," she said.

Radcliffe said his public statements intentionally lacked the specific technical details that Medtronic would need to address the vulnerabilities he's found. After the Department of Homeland Security, which examined his research, helped make the introduction to Medtronic, his calls and e-mails went unanswered, he said, a claim Medtronic wouldn't specifically address.

Radcliffe, who lives in Meridian, Idaho, said the experience has caused him to switch to another company that appears to use stronger security.

However, he said Medtronic customers should continue to use their pumps, as the techniques he developed are hard to execute in the real world ? for now. Hacking attacks tend to get easier as more people do them, because hackers can write programs to automate the most cumbersome tasks.

The tension is more than an inside-baseball ethical dilemma about how security professionals should deal with companies they believe have been uncooperative and aren't fixing known vulnerabilities.

Medtronic, which is based in Minneapolis, is one of the world's biggest medical device makers. A Medtronic device that works as a pacemaker and defibrillator was also found in a different study in 2008 to be vulnerable to hacking attacks.

Radcliffe's findings and the earlier study are examples of hacking attack of the future, in which the sophisticated software and communications chips being added to everyday technologies will make them vulnerable to frightening new attacks.

Medical devices are particularly vulnerable because there are clear advantages in allowing them to talk to each other wirelessly and connect to the Internet. That connection allows devices to receive important software updates, and it lets patients upload their medical information to special websites to track the status of their conditions. But medical device makers aren't used to hackers picking apart their products, and there's no clear path for disclosing weaknesses.

In light of Radcliffe's findings, two lawmakers, Reps. Anna Eshoo of California and Edward Markey of Massachusetts, both Democrats, have asked the Government Accountability Office, the investigative arm of Congress, to evaluate the government's efforts to identify the risks of implants and other medical devices that use wireless communication.

Radcliffe said he also took issue with a statement that Medtronic issued after his presentation. The company had asserted that turning off the device's wireless function would protect users from attack. Radcliffe said that statement is inaccurate because the particular wireless ability he exploited can't be turned off, which means a deeper fix would be needed.

Sheldon, the Medtronic spokeswoman, would not address Radcliffe's claims specifically, saying that "we're not going to bit-by-bit outline our security measures." She added that the "risk of deliberate, malicious or unauthorized manipulation of our insulin pumps is extremely low" and that the company is not aware of any attacks on its devices outside of research environments.

Sheldon said the company is open to talking to Radcliffe. Radcliffe received an email from Medtronic's public relations department after a reporter inquired about the issue.

Late Thursday, Medtronic said it doesn't plan to fix the weaknesses in current products, but is adding encryption and other security measures to the next generation of products to deter hackers. Those products could take several years to hit the market, though, in part because of a lengthy government approval process.

Radcliffe said the response was inadequate, because the devices could be fixed sooner with a "patch," and current Medtronic pumps are left with outdated software code that can be exploited.

Michael Oren, Israeli Ambassador, Hosts Ramadan Iftar With Muslim Americans

In an effort to foster better relations between Israel and the Muslim-American community, the Israeli ambassador to the United States, Michael Oren, will host dozens of Muslim-American leaders Thursday night at his Washington, D.C., home for an iftar, the traditional meal to break the fast during Ramadan.

While other diplomatic officials and politicians, including each president since Bill Clinton, have hosted iftars, the event is a first for an Israeli ambassador and comes as a time of continuing tense relations between Israel and the Muslim-majority Palestinian territories.

The evening's 65 guests include prominent Muslims and Jews, such as Akbar Ahmed, chair of Islamic Studies at American University; Rabbi Marc Schneier, president of the Foundation for Ethnic Understanding and the founding rabbi of the Hampton Synagogue in Westhampton Beach, N.Y., and the New York Synagogue in Manhattan; and Abdullah Antepli, the Muslim chaplain at Duke University. A representative from the ambassador's office said it would release a full list of attendees after the dinner.

"My job is to reach out to different communities, including communities that have been connected with Israel and those who have not," Oren said in an interview Thursday. "Israel is a country with a large and respected Muslim minority. I just got back from Jerusalem two days ago and it's all decorated for Ramadan. They're an important part of our society."

Oren, who stressed commonalities between Jewish and Muslim traditions and experiences of immigrants from the two groups, said that he sees "American Muslims as a natural bridge for American Jews and the state of Israel."

The ambassdor, who has a Ph.D. in near eastern studies from Princeton University, also said he has a "personal interest" in Islam and the religion's traditions.

"I have a large background in Islamic philosophy and theology. I spent an entire year reading the Quran in Arabic," he said, adding that there is "a lot of disinformation" about the religion in the United States and Europe today, such as "when people talk about Shariah," or Islamic law, or about women who wear veils.

"Israel doesn't have mineret bans, doesn't have veil bans, doesn't have burka bans. We have Muslim members of the Knesset. They are an integral part of our society," Oren said.

While Oren, an American-born Jew who is now an Israeli citizen, is reaching out to Muslims, there are still many in the Muslim community who strongly disagree with his ardent defense of Israel when it comes to the conflict with Palestinians. During a series of university speeches in 2010, the ambassador routinely faced protests by Muslim students and Palestinian supporters.

But Oren said disagreements are not a reason to stop attempts to foster relationships with Muslims Americans and those who may politically be his opposite.

"There can be no end to efforts to generate greater understanding," Oren said. "It's a work in progress and there is a lot to be done."

UPDATE: At 11:04 p.m., the Israeli Embassy released a partial list of guests to the iftar. They included Paul Monteiro, Associate Director, White House Office of Public Engagement; Dennis Ross, National Security Council; Victoria Nuland, Spokesperson, Department of State; Suzan Johnson Cook, Ambassador-at-Large for International Religious Freedom; Congressman Eliot Engel of New York; Ghait Al-Omari, American Task Force on Palestine; and Omer Bajwa, Yale University.

Talib Shareef, imam of Masjid Muhammad mosque in Washington, D.C. and president of the Muslim-American Military Association, lead prayers during iftar.

Notably absent from the guest list were representatives of the the largest Islamic groups in the U.S., such as the Islamic Society of North America (ISNA) and the Council on American-Islamic Relations (CAIR). A spokesman for Mohamed Magid, the president of ISNA, said he was invited but had a conflicting event. A spokesman for the national CAIR office said that a representative of the group was not invited. In addition, Rep. Keith Ellison of Minnesota, a Democrat who is the first Muslim elected to Congress, was invited but was unable to attend because of an injury, according to an embassy official.

California Rail Car Fire: Thousands Near Northern Propane Energy Yard Evacuated

LINCOLN, Calif. -- Firefighters will try to drain propane from a burning rail car in Northern California on Wednesday in a bold maneuver meant to head off an explosion after the blaze forced the evacuation of thousands of people.

Officials decided to take the step after consulting with members of a national response team from Houston, who were flown in overnight to offer advice, Lincoln Fire Chief Dave Whitt said. The fuel would be flushed it into a massive hole in the ground.

Fire officials initially said the blaze could continue for 21 days, but on Whitt said Wednesday that scenario was unacceptable. Nearly 5,000 homes in the city of 40,000 are evacuated, and students in the area are missing their first days of school.

Whitt said firefighters now hope to have the blaze under control within 24 to 48 hours.

The danger officials are trying to head off would be a catastrophic failure of the 29,000-gallon tank caused by a buildup of heat, which would lead to an explosion and massive fireball several hundred yards wide.

Whitt said the blaze held the potential for "great catastrophic results." He said firefighters have been successful in keeping the tanker cool since it caught fire Tuesday afternoon but worried that it was showing signs of melting.

"Quite frankly, we are very lucky," he said during a news conference. "We were really able to put a dent in the progression of the fire."

It was unclear how the tanker caught fire. One worker at the rail yard was injured in the initial fire, which erupted at the Northern Propane Energy yard in Lincoln, about 30 miles northeast of the state capital. Whitt said the worker suffered flash burns but has been released from the hospital.

He said the procedure to drain the rail car of propane, called a "hot tap," will begin later Wednesday. He said the tanker will remain in place as firefighters attack a pipe to it and drain the propane into a hole to be dug by bulldozers.

Ruben Garcia Garcia, Aeromexico Pilot, Detained For Smuggling 93 Pounds Of Cocaine Into Spain

MEXICO CITY -- Spanish authorities have detained a Mexican airline pilot suspected of smuggling more than 90 pounds of cocaine into the European country, the Mexican Embassy said Tuesday.

Aeromexico co-pilot Ruben Garcia Garcia was arrested Thursday at the Madrid-Barajas International Airport, according to an embassy press release.

The embassy said that authorities found 93 pounds (42 kilograms) of the drug as they arrested Garcia Garcia. Spanish authorities confirmed the arrest, but declined to comment.

Aeromexico issued a statement Tuesday that custom agents detained Garcia Garcia during a routine luggage check.

Aeromexico, Mexico's largest airline, said Garcia Garcia has been suspended, but the airline added it has not been contacted by Spanish authorities.

"Aeromexico regrets this incident," the statement said. The airline is "ready to help authorities."

It's not the first time Aeromexico employees have gotten in trouble in Spain over drug charges.

Last December, three Aeromexico flight attendants were arrested at the Barajas airport after authorities reported finding more than 300 pounds (140 kilograms) of cocaine in their luggage.

Survey: Overhaul may push employee benefits shift

(AP) ? Nearly one of every 10 midsized or big employers expects to stop offering health coverage to workers after insurance exchanges begin operating in 2014 as part of President Barack Obama's health care overhaul, according to a survey by a major benefits consultant.

Towers Watson also found in its July survey that another one in five companies are unsure about what they will do after 2014. Another big benefits consultant, Mercer, found in a June survey of large and smaller employers that 8 percent are either "likely" or "very likely" to end health benefits after the exchanges start.

The surveys, which involved more than 1,200 companies, suggest that some businesses feel they will be better off dropping health insurance coverage once the exchanges start, even though they could face fines and tax headaches. The percentage of companies that are already saying they expect to do this surprised some experts, and if they follow through, it could start a trend that chips away at employer-sponsored health coverage, a long-standing pillar of the nation's health system.

"If one employer does it, others likely will follow," said Paul Fronstin of the Employee Benefit Research Institute. "You would see this playing out over the course of years, not months."

A large majority of employers in both studies said they expect to continue offering benefits after these exchanges start. But former insurance executive Bob Laszewski said he was surprised that as many as 8 or 9 percent of companies already expect to drop coverage a couple of years before the exchanges start.

Such a move could lead to more taxes for both companies and employees, since health benefits currently are not taxed, and companies could be fined for dropping coverage. It also would give their employees a steep compensation cut if they don't receive a pay raise, too.

"Dropping coverage is going to be very difficult for these (companies) to do," said Laszewski, a consultant.

Towers Watson's Randall Abbott said the survey results should be seen as a snapshot of how companies are thinking now, not as a final decision, because there still are many unresolved variables. Companies may change their thinking once they learn more about how the exchanges will work or whether employees will accept them.

The health care overhaul also faces court challenges, and President Obama is up for re-election next year, two more variables that could shape what happens in 2014 and afterward.

The Obama administration took issue with the Towers Watson survey, pointing out that studies by the nonpartisan Congressional Budget Office and nonprofits like Urban Institute reached different conclusions.

An Urban Institute study projected that the overhaul will have little effect on employer-sponsored insurance. When lawmakers debated the legislation, the CBO projected it would only have minimal impact on employer plans. About 3 million fewer people would be covered through work, but they'd be able to get insurance elsewhere.

Health and Human Services spokesman Richard Sorian said the administration expects to see a rise in employer-sponsored health insurance, not a decline.

"History has shown that reform motivates more businesses to offer insurance," said Sorian. "Health reform in Massachusetts uses a similar structure, and the number of people with employer-sponsored insurance in Massachusetts has increased."

But according to Dick Powers, a spokesman for Massachusetts Health Connector, a state agency that administers its universal health law, the total is flat. He said the number of people with employer-sponsored coverage climbed after Massachusetts enacted reform in 2006 but has dropped back down to around pre-reform levels since the economy tanked in 2008.

The percentage of employers in the state that offer their workers health insurance has risen from 69 percent before reform to 77 percent.

Companies that decide to drop coverage likely will be those that have a low percentage of workers enrolled in their plans and high staff turnover, Abbott said. This could include retail or hospitality businesses. For those companies, benefits are not crucial to retaining workers, and their employees may find better options on the exchange.

"Health care is high-cost, fast-growing expense they would like to eliminate," Abbott said.

Last year, the average annual health insurance premium for employer-sponsored family coverage was $13,770 per worker, with companies picking up most of that tab, according to the Kaiser Family Foundation and Health Research and Educational Trust. That cost has more than doubled since 2000.

The exchanges aim to provide a marketplace for individuals, families and small businesses to buy coverage. Many consumers will be eligible for tax credits to make their premiums more affordable.

The Towers Watson survey focused on companies ranging in size from 500 employees to more than 10,000. Smaller companies may be more inclined to consider exchanges after being battered by benefits cost increases of 10 percent or more in recent years, said Dan Mendelson, CEO of the research firm Avalere Health.

Benefits consultants say most companies, especially large employers, will continue to offer coverage because they need to attract and keep workers. But that could change if a competitor drops coverage first.

Michael Turpin, a national practice leader at broker and consultant USI Insurance Services, said one of his clients plans to drop coverage as soon as any competitor does. The client, a major entertainment industry company he declined to identify, will be at a financial disadvantage if it doesn't.

"In those industries ... if somebody makes the first move, the others are going to follow like dominoes," Turpin said.

Venezuela's Chavez condemns US role in Libya (AP)

CARACAS, Venezuela ? Venezuelan President Hugo Chavez on Sunday condemned NATO's bombings in Libya, saying the aim is to seize control of the country's oil wealth.

Chavez has been a staunch defender of Libyan leader Moammar Gadhafi. He did not say whether he had been in contact with the Libyan leader in recent days and did not refer directly to the rebels who entered the capital of Tripoli on Sunday.

"Let's pray to God for the Libyan people," Chavez said during a televised speech.

Chavez condemned the latest NATO airstrikes in the country, as well as the roles of the United States and some European nations.

"Today they dropped I don't know how many bombs, and they're falling in a shameless and open way... on schools, hospitals, homes, work places, factories, farm fields at this very moment," Chavez said. "They're practically demolishing Tripoli with their bombs."

He said U.S. and other powers had sought excuses to try to take over the country.

"It's the excuse to intervene and seize a country and its riches," Chavez said.

The leftist leader has repeatedly condemned NATO's role in Libya and recently called the country's rebels a "group of terrorists."

Simple Home Improvement Projects

Simple Home Improvement Projects ? Projects and improvement to your home can be simple if you know what you are doing. For those of us that don?t, then we have to hire an expert to come in and do the work for us.

However, an expert isn?t always needed if you have some simple home improvement projects that need to be done around your home. If you are real estate investing or simply a homeowner, I am sure there are some things you need to get done around your properties. It is just the nature of homeownership. There is always something that needs to be done.

Today, I want to talk to you about a few simple home improvement projects. Not claiming these projects are going to rapidly change the value of your property, but hopefully they will change the enjoyment you or your tenants have in your property.

As usual, if you have any projects or ideas for the improvement of your home, please include them in the comment section following the article. We love to hear from our readers and get your feed back as well.

Simple Toilet Improvements ? The natural nature of a toilet is to breakdown and cause you strife in your life. These are not always major malfunctions that require a new toilet to be replace, but often times something rather minor and simple that needs to be replace.

For example, sometimes the handle of the toilet doesn?t flush properly. You will just need to take of the top of the toilet and replace the working parts. It is not difficult at all, just takes a little time and dedication.

My real life example of this is I have a toilet leaking on the second floor. It needs a new wax ring around the bottom of the toilet. This isn?t a difficult job, but takes a little more time and effort than changing out the parts of your handle and flushing. Nevertheless, these are home improvement projects you and should do for yourself.

Replace a Light Switch ? There is some danger when it comes to changing out the electricity, but this is a rather simple job. I don?t like to touch anything dealing with the electricity, yet even I can handle this one.

All you have to do is purchase a new light switch, cut off the circuit breaker, unscrew the two screws, unhook two wires, remove old switch, replace with new, rehook wires, replace lightswitch cover, and you are done. Juse make sure you reconnect the right wires, but an installment like this can save you $100 or more. I know many of you could use an extra $100, so don?t throw it out the window calling an electrician.

Installing Ceiling Fans ? This can seem like a daunting task to the unfamiliar, but installing a ceiling fan is really simple. Just be sure to cut off the circuit breaker and you are on your way. You just need to remove the previous light fixture and connect the wiring for the ceiling fan. The job can get tricky if you have purchased a larger ceiling fan that requires you to add a support beam to the ceiling it will hang. This will require you to enter the attic or remove drywall in order to get the support beam installed.

Adding a support beam for the ceiling fan can be a nightmare, but typically isn?t needed, so don?t worry about it so much. Just follow the instructions for the ceiling fan and I am sure you will be more than capable of hanging your ceiling fan yourself.

Let?s hear from you. Do you think you can handle the simple home improvement projects listed above? In addition, what are some other projects you feel can and maybe should be done yourself instead of hiring a professional? -?Simple Home Improvement Projects

Norway massacre survivors return to scene of death (AP)

UTVIKA, Norway ? Survivors of the massacre of 69 people at a youth camp on a Norwegian island on Saturday revisited the scene of the killings to grieve their lost friends.

Up to 1,000 survivors and relatives were expected on Utoya island, accompanied by police and medical staff, to face the painful memories of the shooting spree by a right-wing extremist.

Norwegian Prime Minister Jens Stoltenberg said he too would visit Utoya, "to take part in their mourning and be there for them (the survivors)."

"I will be there as a friend, as a prime minister," he said.

Anders Behring Breivik has admitted killing 77 people on July 22 when he first detonated a truck bomb outside government offices in the capital, Oslo, and then went on a shooting spree on the island, some 25 miles (40 kilometers) away.

Breivik denies criminal guilt because he believes the massacre was necessary to save Norway and Europe. He said the attacks were an attempt at cultural revolution, aimed at purging Europe of Muslims and punishing politicians that have embraced multiculturalism.

On Friday, the Oslo District Court extended Breivik's isolation detention by another four weeks saying it still does not know if he acted alone.

Police said they wanted to keep Breivik in isolation because they didn't want him to talk to other inmates, although they still believe he acted alone.

Breivik's case is not expected to open until next year. If found guilty on terrorism charges, he could be sentenced to 21 years in prison. An alternative custody arrangement ? if he is still considered a danger to the public ? could keep him behind bars indefinitely.

Near Utoya, Norway's General Director of Health Bjoern Inge Larsen told reporters he hoped the visits to the island would help survivors and families of the victims come to grips with the deaths.

"The people going there today ... have a lot of anxiety," Larsen said, as he prepared to accompany survivors onto Utoya. "They were life-threatened on this island four weeks ago in a very traumatizing manner, so what we are prepared for is to help them to overcome that anxiety."

In the distance, ferries and a pontoon transported survivors, in bright orange life vests, to the forested island used by the ruling Labor Party for political functions, camping and celebrations.

Per Brekke, logistics chief of the operation, said planning the visits had been a big challenge.

"But, of course, the challenge for each individual to re-enter the island is much bigger," he said.

The heavily guarded island, where 400 health care workers, police and other officials escorted the survivors, was visited on Friday by families and friends of the victims killed in the shooting spree.

On Sunday, a national memorial service is to be held at Oslo Spektrum arena, marking the end of a month of mourning in the Scandinavian country.
