Authorities say the inmate, now 32, was 15 years old at the time of the shooting of 20-year-old Jevonnie T. Jenkins.
Police say Jenkins was shot when the inmate and another male robbed Jenkins and a friend as they sat on the porch of the friend's home.
Earlier this year, the inmate, who is in prison for another crime, wrote a letter to authorities confessing his involvement in Jenkins' shooting.
The case is being referred to Harris County Juvenile Probation authorities on a capital murder charge.
Police say the inmate's name cannot be released until he is certified as an adult in the shooting.
